being improperly diverted. Theft was not found but the State Auditor recommended
procedure changes which he understands were being implemented. Mr. Kraft noted the
State Auditor said the City’s checking account had not been reconciled for eleven
months. The final State Auditor’s report was on Budget and Financial Report which Mr.
Kraft said he will address at the next Council meeting.

Mayor Welsch reminded everyone of Fair UCity on May 29 and 30 in Heman Park. She
asked for volunteers. She said in regards to youth in the Loop she had hoped to get a
regional conversation going on how to provide better opportunities for recreation for area
youth. Mayor Welsch noted she was taking part in the meeting sponsored by the St.
Louis Beacon – called Beacon and Eggs- where the issue of youth in the Loop will be
discussed. That event is Friday at 8am at Blueberry Hill. She is looking for people who
would like to sit down and talk about how to move forward on developing a regional
conversation.

Ms. Ricci moved to adjourn the meeting at 9:49 p.m., seconded by Mr. Crow and carried
unanimously.

Joyce Pumm, MRCC
City Clerk
