Ms. Riganti spoke on the Economic Sales Tax Board which oversees the four cents sales tax that is <br />generated City wide and will generate approximately $540,000 for Fiscal Year 2012. This money is to <br />be used for economic redevelopment as is spelled out in 2.41 of the Municipal Code. She said over <br />the next year the Board proposed $131,000 and will use it to acquire a watering vehicle, help pay for <br />support of a staff member from the Department of Community Development, the Loop Special <br />Business District for brochures, etc, Olive Blvd activities to be determined at a later date, and the <br />Department of Public Works for the reconstruction of parking lot number four. <br /> <br />Mr. Walker asked if it would work with the City Council to meet with the Plan Commission on April 27 <br />at 5:30 p.m. Some Councilmembers did not have their calendar with them in order to confirm that <br />date. Councilmembers were to let Mr. Walker know if they could attend this meeting. <br /> <br />Mr. Glickert commended the department for the Mission Statement which aligned itself with where we <br />are at and where we need to go. He welcomed Mr. Li. Mr. Glickert asked about signs in the Loop as <br />he gets many emails from business owners about types of signs, where can they be put, and if they <br />can put signs. He said that signs put on cement is inappropriate and against the City’s ordinance but <br />yet someone can stand out in the middle of Delmar carrying or wearing a sign. Mr. Glickert stated <br />that it needs to be addressed quickly. Ms. Riganti said she will have the Plan Commission committee <br />look at that issue. <br /> <br />Mr. Price asked what was the purpose of their goal to increase inspections of water heaters and if a <br />person does not want you to enter the house, what is done? Mr. Agee said it has been a goal of <br />Community Development to cross-train inspectors to do different types of inspections. There are <br />certain times of the years that inspectors, specialized in a particular area, are busy while others are <br />not as busy, and by cross-training all the inspectors, they will be able to do more hot water heater <br />inspections. Mr. Price asked about the goal of increasing the number of exterior inspections. Mr. <br />Agee stated that about four years ago the Council directed them to do mandatory exterior inspections <br />in which they are to inspect every exterior in the City every four years. He said at the current staffing <br />levels, the inspectors are not able to keep up but are doing their best and are planning on doing a ten <br />percent increase in the next year. Mr. Price asked what percentage of the court cases would be <br />considered absentee landlords. Mr. Agee said they had done a study about fifteen months ago, <br />looking at two court dockets and only 45 to 55 percent actually showed up for court but does not know <br />how many were absentee landlords. The percentage could also be because their lawyer showed up <br />for them, they made an appearance ahead of time, or they could have cases on another docket. Mr. <br />Price asked if the fire escape is a hazard and what was the strategy. Mr. Agee said they are trying to <br />determine if they can do some minor repairs to buy a few years of time and then put it out on a Capital <br />Outlay or would it be more advantageous to do all the repairs needed now. A more detailed study is <br />needed to determine whether it would be more cost effective to replace the entire fire escape. Mr. <br />Agee said the escape is safe for use now. <br /> <br />Mr. Crow noted that Ms. Riganti said the department had a modest increase in the budget but yet the <br />worksheet said from one million five to two million twenty-four. Ms. Riganti said the increase there <br />was mostly attributable to the addition of the Facility Maintenance division to Community <br />Development. Mr. Crow asked for last year’s Facility Maintenance budget and Ms. Riganti said she <br />would get that. Mr. Crow asked which one was parking lot number four. Ms. Riganti said that was the <br />one behind the old Blockbuster building. <br /> <br />Mr. Sharpe asked where the City was with the new fire station. <br /> <br />Mr. Walker said the City has still not been formerly advised of the grant.
