<br /> <br />University City Economic Development Retail Sales Tax Board <br />Meeting Minutes of February 23, 2011 <br /> <br />The University City Economic Development Retail Sales Tax Board met on Wednesday, February <br />23, 2011 at 5:08 p.m. in the City Hall EOC Room (basement), 6801 Delmar Boulevard. <br /> <br />In attendance were Board members Rosalind Williams, Stacy Clay, Barbara Sydnor and Gordon <br />Myers. Also in attendance were Mayor Shelley Welsch, Eric Klein (Olive Business Association), <br />Joe Edwards (Loop Special Business District “LSBD”) and Director of Community Development <br />Andrea Riganti. <br /> <br />A motion was made by Mr. Meyers to approve the May 20, 2010 meeting minutes, seconded by <br />Mr. Clay. The minutes were approved. <br /> <br />The draft minutes of the February 10, 2011 meeting were discussed. The minutes contain an error <br />to the March meeting date and should read “March 16” rather than “March 10”. Mr. Meyers <br />motioned to approve the minutes as corrected, seconded by Mr. Clay. The minutes were <br />approved. <br /> <br />Ms. Riganti distributed an information packet as background for the FY12 budget. She discussed <br />the potential uses of the economic development retail sales tax, as per Section 2.41.050 of the <br />Municipal Code. She then provided an overview of the planned or actual expenditures of the sales <br />tax to date by category. To date, the four year expenditures include: $220,030 for administration; <br />$810,000 for Olive Boulevard infrastructure (grant match for streetscape); $250,000 for Olive <br />Boulevard improvements; $735,000 for Delmar Boulevard improvements; $340,000 for consultant <br />studies and analyses; $130,000 for marketing programs and $82,000 for land acquisition. <br /> <br />Ms. Riganti indicated that for FY12 the Economic Development Retail Sales Tax Board should <br />budget for anticipated revenues of $541,000. The Board should expect requests from the <br />Department of Community Development for administrative funding and from the Department of <br />Public Works for infrastructure improvements. These requests will be made at the Board’s March <br />16 meeting. The Board was reminded that the Loop Special Business District request was <br />presented by Joe Edwards at the February 10 meeting. <br /> <br />U City in Bloom then discussed their Economic Development Retail Sales Tax budget request. <br />Mary Ann Shaw, Mary Fahey, and Norma Schechter provided a powerpoint presentation detailing <br />the request. U City in Bloom is seeking $49,015 in sales tax funds for the maintenance of existing <br />gardens along Olive Boulevard; the acquisition of a John Deere ProGator watering vehicle; and the <br />installation and maintenance of 30 new trees along Olive Boulevard. Discussions ensued about <br />the ownership and maintenance of the vehicle. It was determined that the City could own the <br />vehicle and use some City general funds to supplement the acquisition of the ProGator. A use <br />agreement with U City in Bloom would be established. <br /> <br />The Board and U City in Bloom discussed the proposed replacement of street trees along Olive <br />Boulevard. U City in Bloom is proposing to replace 30 trees in a test area on Olive Boulevard <br />between Hanley Road and I-170. This area was selected due to the high percentage of newer <br />trees that have died. If the test area trees are successfully established, U City in Bloom will <br />approach the Board in subsequent years with requests to fund the replanting of the remainder of <br />the corridor. <br /> <br /> <br />
