<br />City d <br />iversit <br />un City Y <br />~ <br /> <br />Downtown Revitalization Economic Assistance for Missouri <br />APPLICATION <br /> <br />Generally, the City and the community seek to improve development in the Olive Boulevard corridor <br />to better reflect the character and diversity of University City. The Olive Boulevard corridor is <br />envisioned as a vital mix of commercial, retail and service activities. At major intersections, mixed-use <br />nodes would enhance the City's walkability. Pedestrian and bicycle friendly amenities such as benches, <br />sidewalks, streetlighting, planters and <br />bicycle racks would be provided in these <br />locations. The visual attractiveness of the <br />corridor would be improved with the <br />renovation of building facades, public art, <br />landscaping and better building <br />design/parking configuration. <br />Furthermore, it would be a unique <br />shopping corridor that could build upon <br />the existing upscale ethnic activities - a <br />Must Visit site in the St. Louis region. <br /> <br />2. <br /> <br />This vision was derived from the public, <br />through a survey that was part of the <br />Comprehensive Plan Update of 2005, as <br />well as from the City's Advisory Board <br />for Economic Progress, the Land <br />Clearance for Redevelopment Authority <br />and staff. A conceptual plan for portions <br />of Olive Boulevard was commissioned by <br />the Land Clearance for Redevelopment <br />Authority (see figures 2 and 3). <br /> <br /> <br />Intersection of North and South Rood with Olive Bouleva rd <br />Street view <br /> <br />This is a street level view looking east on Olive Boulevard from [he intersection of North and South Road and Olive <br />Boulevard. The two large multi-story buildlngs across the street are potential new commerical buildings on either side <br />of a single story commercial building. The structure at right is an existing storefront shown reconfigured and with a <br />potential new commercial use. New street light standards and street tree plantings are shown on both sides of Olive <br />Boulevard. <br /> <br />II theHOKPlanningGroup <br /> <br />Unlver&lty City <br />Olive Blvd Corridor Redevelopment <br /> <br />Redevelopment of Olive Boulevard is the city's highest priority. <br /> <br />3. The commercial areas along Olive Boulevard are characterized by shallow lots, a high concentration of <br />businesses, and a lack of clear identity. Due to the corridor's proximity to major transportation routes, <br />the age and deterioration of some buildings, and the incongruous land uses, redevelopment <br />opportunities are abundant. The area represents one of the city's brightest redevelopment <br />opportunities. Major transportation investments are currently planned or in-progress for Olive <br />Boulevard. Concurrent redevelopment efforts area will complement these projects ensure a successful <br />transformation. <br /> <br />Associated with redevelopment activities are the opportunities to: clear and redevelop blight; achieve <br />positive changes in land use; improve parking opportunities; improve traffic movements; enhance <br />pedestrian and bicycle infrastructure and opportunities; eliminate undesirable physical features; <br />improve landscaping, signage, design, and facades of buildings; capitalize on the diversity and <br />international flair of existing businesses; promote mixed-use activities; and foster additional <br />development opportunities. <br /> <br />www.ucitymo.org <br />
