<br /> <br />MEETING OF THE CITY COUNCIL <br />CITY HALL <br /> <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />June 13, 2011 <br />6:30 p.m. <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, <br />on Monday, June 13, 2011. Mayor Shelley Welsch called the meeting to order at 6:30 p.m. In <br />addition to Mayor Welsch, the following members of the Council were present: <br /> <br /> Mr. Byron Price <br /> Ms. Lynn Ricci arrived at 6:45 <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Arthur Sharpe, Jr. <br />Mr. Michael Glickert was excused <br />Also in attendance was City Manager Lehman Walker <br /> <br />C. APPROVAL OF AGENDA <br />Mr. Walker asked that Bill 9115 be removed as review is still taking place of the <br />compensation ordinance. Resolution 2011 – 9 has a minor revision in the second <br />paragraph with an addition at the end that read “subject to process and approval in <br />accordance with the law, Charter and Ordinances,” was added. <br /> <br />Mr. Sharpe moved to amend that agenda by the above requests, was seconded by Mr. <br />Kraft and carried unanimously. <br /> <br />D. PROCLAMATIONS <br /> <br />E. APPROVAL OF MINUTES <br /> <br />1. <br />May 23, 2011, City Council Study Session minutes were moved for approval by Mr. <br />Sharpe, seconded by Mr. Kraft and carried unanimously. <br /> <br />2. <br />May 3, 2011, City Council Regular Session were moved for approval by Ms. Crow, <br />and were seconded by Mr. Sharpe were approved unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br />Thelma Serena Jones was nominated by Arthur Sharpe to the Library Board, was <br />seconded by Mr. Kraft and carried unanimously. <br /> <br />G. SWEARING IN <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Elsie Beck Glickert, 6712 Etzel <br />Ms. Glickert stated that she realized that the present Administration inherited many <br />things from the previous dysfunctional administration. She spoke on the original Ackert <br />Plaza which was created by an Urban Renewal Bond issue in 1962 and has been <br />unnecessarily destroyed by the Great Rivers Greenway and is also accommodating a <br />tribute areas for the Chuck Berry statue. Ms. Glickert presented a petition with more <br />than ninety signatures of residents opposing the proposed Chuck Berry Tributes <br />(sculpture and wall) on any tax supported property.
