<br /> <br /> <br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br /> AUGUST 14, 2006 <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, August 14 <br />2006, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> Mr. Robert Wagner <br /> Ms. Stefany Brot <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Michael Glickert <br /> Mr. Byron Price arrived at 5:45 p.m. <br />Also present was the City Manager, Julie Feier. <br /> <br />Mr. Jim Crow of the Parks’ Department was present to explain the proposed Tree <br />Ordinance. <br />? <br /> Ordinance purpose was to stop wholesale destruction of trees on new <br />developments <br />? <br /> A permit would be required which would require a tree survey on new <br />developments. <br />? <br /> A Forestry Activity Permit on City trees would be required which will require a <br />description of exactly what is being planned with existing trees. <br />? <br /> A yearly Business License can be obtained by a company with a Certified Arborist <br />on staff. <br />? <br /> Private property trees are handled by the owner. If tree limb or trunk is more than <br />12 inches in diameter, a professional tree service with a certified arborist is <br />required. <br />? <br /> A separate new commission is needed to handle just the trees rather than throw it <br />under the umbrella of the Parks Commission. It was recommended that this <br />commission have its stated its purpose and intent clearly spelled out. <br /> <br />It was determined that problems between neighbors concerning their trees on private land <br />remain handled by the Missouri’s Civil Laws. <br /> <br />Next a process was discussed for voting on an appointment on a replacement to fill <br />nd <br />vacancy in the 2 Ward.. The six Councilmembers were split equally: 1) One vote on the <br />first ballot, with the two candidates with the highest votes going on to the next vote where <br />each Councilmember would vote again for one, or 2) Two votes on the first ballot, with the <br />two candidates with the highest votes going on to the next vote, where each <br />Councilmember would vote for just one.
