Consensus issues include: major corridors are unsafe; the Loop is congested; we lack bike
parking; Midland Blvd has many parked cars and traffic moves fast; bike route are not known
and are not marked; there is a lack of organized encouragement for walking and biking.

Consensus ideas include: develop bike and walk routes that parallel arterial roads; provide
visible bike parking facilities; enhance biking and walking on Olive; develop bicycle boulevards
parallel to Delmar on Gannon; develop bike and walking programs for kids.

Tim presented a case study from Portland, OR which showed bike boulevards, designated streets
where bikes have preference over cars. He suggested that Gannon could be a bike boulevard and
that we could find funding to accomplish this.

Tim presented a case study of Boulder, CO which showed complete street design. A complete
street supports bikes, cars, and pedestrians equally. He showed before and after photos of
complete streets. We could get funded to develop complete streets.

Tim answered questions and we had discussions:
Sarah asked if Olive is under capacity now. Olive is being studied as part of a
development plan. Many bikers take Old Bonhomme rather than Olive in the west part of
our city.

Margaret commented that Ward III needs an east-West bike boulevard.

Arno asked how our current bike routes were chosen. The Parks and Recreation
Department designated the routes, but we have no signage. Stencils could be used on
streets.

Development of the Centennial Greenway by GRG will provide alternate routes to Olive.
One route will be Ackert to Vernon to Heman Park to Wilson through Ruth Park to
McKnight to Olive.

Kevin said that signage should be like our interstate system—uniform and easy to
understand.

Margaret asked how we should work with the state (MODOT) and the County Road
Department. Laura said that the County is working on a bike plan, but that they don’t
have funds. Tobi said that MODOT will stripe roads as needed according to our plan.
Woodson Road will have a bike lane. GRG is working on Olive sidewalks. Everything
will be ADA compliant in 17 years. MODOT works with GRG and Trailnet to coordinate
projects. MODOT and the County are underfunded and vehicular oriented. County roads
are funded by gasoline taxes.

2
