Session 1705, Minutes 1 1 <br />September 8, 1997 <br /> <br />very pleasant and accommodating. She believes he has every intention of building a quality <br />building. She agrees with Mr. Wagner, the size and height is just too massive for this <br />particular area. She is not comfortable with the gable shifting plan to make the height <br />appear less. it is just an appearance, not a reality. There are too many questions still not <br />being answered now, such as landscaping. She knows Mr. Ollendorff had asked for <br />architectural refinements and, basically, the only addition is the greater use of brick. The <br />artist's rendering is not accurate as far as dealing with the actual number of windows in the <br />front and it makes her uneasy not being able to see a true rendering. The five feet in the <br />back that Mr. Manlin does not want to let go of, has nothing to do with sunlight and has <br />everything to do with parking. He will not be able to meet the minimum code, if he gives <br />up the five feet. She hopes the Council does not accept this for a building this size. <br /> <br />Mr. Larry Condie, 504 Donne, wished to thank members of Council that physically came <br />out to their homes to take a look at the site from the Donne homeowner's perspective. <br />Their deck is approximately forty feet away from the proposed 52' high buildings. He has <br />a problem with the City's comprehensive plan. He does not want the Council to make the <br />same mistakes that West County did with Lindbergh and Manchester Roads, issuing permits <br />like crazy because it said so in their out-dated comprehensive plan. The precedence for <br />this are none. Council can decide exactly how this place is going to look. This is the <br />transition area between North E South and Hanley. He did not know if he could speak for <br />the people on the east side of Hanley, but they're next. There needs to be some kind of <br />plan as to what the Council wants it to look like between the residential areas and the <br />development area and Hanley Road. He urged Council to think about what this is going to <br />look like when it is built. <br /> <br />Ms. Ellen Condie, 504 Donne, said that she would like to address the issue of sunlight and <br />sky. The residents are also interested in these things. She feels that a building that is fifty- <br />two feet tall, regardless of where the gable is, is too big. These are two contiguous sixty- <br />eight foot long buildings - they will be massive. The houses on Donne have small <br />backyards. She has also talked to real estate agents and they have expressed concern to <br />Ms. Condi about what the value of her house will be, depending on what the Council <br />allows to be built in her backyard. Mrs. Condi urged Council to consider some kind of <br />transition from single family residential to multi-family residential that will allow them to <br />live in harmony, maintain property values, community and neighborhood values, as well. <br />Perhaps this particular proposal is not the right one for this specific area, even though what <br />is going on across the street may be the right thing, if you go gradually from one to the <br />other. As far as Kingsbury Place, the people on Central, are higher than the people on <br />North and South. So the person that lives in back, if he's closer, is still higher. This makes <br />a big difference in the mass that you look out on. She also would like to point out as an <br />example, Brentwood Boulevard, where it is north of Maryland.
