Session 1705, Minutes <br />September 8, 1997 <br /> <br />AGENDA ITEM NO. 8 - REVISI:D SITE PLAN - 501-515 NORTH ~ SOUTH: <br /> <br />Mayor Adams said that this item was tabled at the last session. <br /> <br />Mr. Schoomer moved to remove this item from the table. Mr. Wagner seconded the <br />motion, which carried unanimously. <br /> <br />Mr. Ollendorff said that the developer has revised the plan to, in part, meet some of the <br />conditions proposed by City staff. The developer has met the conditions regarding the <br />fencing and the lighting. He has agreed to several other conditions. Mr. Ollendorff <br />recommended approval with the following conditions. That the trash handling equipment <br />be installed in such a way that it is not visible from surrounding properties. The utilities <br />must be screened. A detailed landscaping plan must be submitted before construction <br />begins. Other conditions need to be clarified, especially the amount of brick that will be <br />placed on the face of the buildings. The building should be brick construction entirely, <br />except for the areas around the windows, doors and gables. it is not clear from the plans <br />and pictures what the developer proposes. The condition requesting that the developer <br />delete the fourth floor, the gables facing the west, has been met by moving the gables, so <br />that they are not visible from the west face of the building. This is acceptable by staff. <br />Finally, staff had proposed and Council should insist on, a minimum 2 5 foot rear yard <br />setback. The developer proposes a twenty foot setback in the rear, leaving a twenty foot <br />front yard. This is not adequate for a building of this size, adjacent to single family <br />residential areas. Mr. Oilendorff said that there are other items that have been suggested <br />by citizens and councilmembers that he does not believe has to be considered as part of this <br />site plan. One of which is grading. The grading plans must be developed as part of the <br />building permit process. The law is clear about no grading taking place which results in an <br />increase in stormwater flow, either in quantity or speed of flow onto neighboring <br />properties. Second, there has been discussion of additional parking. Mr. Ollendorff <br />suggests that at any time the Council can require that the curb be relocated closer to the <br />sidewalk allowing four spaces offset from the street. With all these conditions, some agreed <br />and some not agreed to by the developer, approval is recommended. <br /> <br />Mr. Mark Man,n, Manco Builders, said that as far as the recommendations that were made <br />by the Director of Planning to the City Council, they agreed to abide by all of the <br />recommendations. This would include the issues involving brick, driveway, refuse handling, <br />location of utilities and adequate screening for them, submitting a detailed landscaping plan <br />to be submitted prior to construction. The revisions that have been made were the <br />lowering of the building along the west wall by approximately fourteen feet by shifting the <br />gable end from the west face to the courtyard. They have added a significant amount of <br />brick to address the concerns of the City Council, Planning Department and neighbors. <br /> <br /> <br />
