Report of Reorganization <br />Civil Service Board <br />December 2, 2010 <br />The City has undergone a restructuring due to the necessity of budget reductions. Through <br />this restructuring, several departments have been reorganized and several positions <br />reduced, mostly in administrative areas. The largest change is a reorganization of several <br />functions into Administrative Services. This includes the Finance Department, Human <br />Resources Department, Information Technology and Municipal Court. The Deputy City <br />Manager supervises these functions and serves as Finance Director and Personnel Director <br />per the City Charter. With respect to Information Technology, we have reduced the number <br />of staff and are now using the support services or an Information Technology firm which we <br />have used for several years until we bid this service in the future. We believe the long-term <br />result will be increased efficiencies and a higher level of technical support. <br />The following is a brief description of the reductions. <br />Human Resources DirectorHR Administrative <br /> Eliminated the positions of and <br />Assistant <br />, to be replaced by one mid-management position with part-time or <br />shared clerical support. <br />Director of <br /> In the Information Technology Department two positions of <br />Information TechnologyInformation Technology Specialist <br />andhave been <br />eliminated. <br />Assistant Finance <br /> Eliminated two positions in the Finance Department of <br />Director Purchasing SpecialistCollection <br />and and one through retirement of <br />Specialist <br />for a total of three reduced positions to be replaced by two positions <br />with different skills. <br />Advanced Clerk Typist <br /> Eliminated two part-time positions of an in Public Works <br />Network Information Specialist <br />and in IT (which had been newly budgeted for <br />this year and never filled) <br />Project Manager <br /> Eliminated one in Public Works <br />Advanced Clerk Typist <br /> Eliminated one in the Community Development <br />Department <br />The City has also eliminated certain employee benefits which were deemed to have little <br />value, reduced productivity and were not received by all employees. Beginning September <br />1, the City will no longer offered the alternative transportation benefit, wellness hours or the <br />employee home loan program. <br /> <br />
