Redevelopment Plan; ratifying the actions of the commission with regard to the plan; <br />and accepting the transfer of assets from and dissolving the commission. <br /> <br />Introduced by Ms. Ricci <br />4. BILL 9120 <br /> - An ordinance amending Chapter 10.36 of the University City Municipal <br />Code, relating to regulations for specific streets, by repealing Section 10.36.090 <br />thereof, relating to stop intersections – vehicles to stop at certain intersections, and <br />enacting in lieu thereof a new section to be known as “Section 10.36.090 stop <br />intersections – vehicles to stop at certain intersections”, thereby amending said <br />section so to designate the intersection of Enright Avenue and Westgate Avenue as <br />a stop intersection; containing a savings clause and providing a penalty <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Paulette Carr, 7901 Gannon Ave <br />Ms. Carr spoke on the Public Relations contract that she read about in the Patch and <br />the St. Louis Post Dispatch. She noted the City was in Fiscal Year 2011 not 2012 and <br />any contract signed now would be in FY 2011. Ms. Carr said Mr. Walker would have <br />sent out an RFQ and would have done extensive interviewing, taking months and should <br />have been on the agenda months ago, not just seven days after approval. She noted <br />she will be asking the City for all of the documents associated with the RFQ and the <br />contract that would be signed. Ms. Carr stated that Mr. Walker can spend up to $25,000 <br />per classification per annum and her question was would the Public Relations budget be <br />split into multiple classifications. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Glickert complimented the Parks and Recreation for how clean the pool and <br />recreation center were at his visited the past weekend. <br /> <br />Mr. Price asked the City Manager about a plan the City has for inspection of City trees <br />as far as storm damage or disease. He noted that he has seen a lot to tree limbs down. <br />Mr. Price said the mileage of the trees is still the same and are not healthy anymore. <br />Now the City has less staff and more unhealthy trees. In connection with the PR <br />discussion, he had hoped that they could be used for promoting block neighborhoods; <br />promoting the police focus groups; and educating people on recycling. Mr. Price asked <br />the Mayor if any profits from the U City Fair, if it could be used on youth programs. He <br />asked Mr. Walker for an update as to where the Wilson buyout was at. <br /> <br />Mr. Walker said the City should be at the point where they can start to make offers or <br />purchase no later than the later part of July. <br /> <br />Ms. Ricci asked Mr. Walker for his feed-back on revising the pet ordinance asked for by <br />some residents. <br /> <br />Mr. Crow complimented the staff for their successful summer camps. Mr. Crow noted <br />that he agreed with Ms. Carr that on Monday there was a vote for Public Relations and <br />Council received an email on June 16 from a marketing group, already contracted with <br />by the City. He said in his mind this process was started earlier than when the funds <br />were approved. Mr. Crow thought there was more than one firm interested in doing the <br />PR for the City; therefore he would like to know if there was a Request for Proposal and <br />if so he would like a copy of it. Mr. Crow also asked the City Manager how many firms <br />were interviewed by the City staff or by members of this Council and who participated in <br />the interviews and the process from the administration and from the Council.
