RESOLUTION <br /> <br />WHEREAS, the East-West Gateway Coordinating Council analysis of the various <br />potential Me! roLink alignments from the current line to Clayton is in its final stage, and <br /> <br />WHEREAS, :he alignment along the Millbrook/Forest Park Parkway is the favored <br />choice, and <br /> <br />WHEREAS. he Mayor and City Council desires the best for the metropolitan region <br />consistent wi! h protecting and enhancing the values and safety of University City, and <br /> <br />WHEREAS, the Mayor and University City Council have continued to study the issue <br />and inform th.,'mselves concerning the various ramifications of the potential choices, and <br /> <br />WHEREAS. citizens of University City have expressed their views concerning the <br />matter, and <br /> <br />WHEREAS, tl ~e Mayor and Council believe it imperative that the City's position <br />regarding the t'roposed alignment and the desired mitigation for the citizens of University <br />City be respec ed, and <br /> <br />WHEREAS, tl is resolution supercedes all previous resolutions. <br /> <br />NOW THERE ~ORE, BE IT RESOLVED that it is the sense of the Mayor and Council <br />that such propc sed alignment offers the most desirable potential service to University <br />City residents ~nd commercial interests as well as provides the most cost effective service <br />for the greatest number of the citizens of Metropolitan St. Louis. While endorsing the <br />plan currently ¢.fiered by the East-West Gateway Coordinating Council staff for the <br />alignment in U~ fiversity City, we urge East-West Gateway to continue to pursue <br />alternative desi. ;ns to the surface alignment segments, and to maximize the length below <br />grade. In additi on, the City's support is contingent upon the design of the alignment <br />reflecting the fc 11owing standards to assure adequate safety and service to University City <br />while enhancinl,~ the property values of the affected neighborhoods: <br /> <br />Undergr >und (cut and cover or tunnel) construction, including stations at Skinker <br />and Big Bend underground, for the alignment along Millbrook starting, at a <br />minimm ~, underground at a point immediately west of Throop, east of Big Bend <br />and cont inuing westward towards the city limits of University City and Clayton at <br />Forsyth. <br /> <br />Appropn ate landscaping, screening and sound damping will be installed, not only <br />for the li1,~ht rail system that is constructed on the surface, but also for normal road <br />noise to the satisfaction of the residents and the City of University City. <br /> <br /> <br />
