The bill was assigned number 7047 and given its first reading. Ilayor Kaufman said he would like to make some observations with regard to this bill. lie said the Ci_arter does require amendment in some respects, but he thinks Councilman Werner is attempting to change one provision of the Charter which would permit a member of the Council to be appointed to an- other public office, and he pointed out that a Charter change is a major change; it changes the constitution, in effect, of the City, and it was his view that when the Council decides to move a Charter change it is imperative that a citizens committee be appointed to review the sections that the Council wants to change, have public meetings, and have some views expressed by the community. He said he would be opposed to this Council, without any type of hearing, introducing a Charter change and submitting it to the people. Fie pointed out further that from reading the bill, it appears to him a number of people might be disqualified from running for Council. tie said he would be in favor of each member of the Council recommending one person so that a seven -member commission can be appointed to review any portions of the Charter that the Council feels merits some review.
