Session 1120, Minutes Page 2 <br />December 15, 1975 <br />Mayor Kaufman stated that with the resignation of Charles T. Henry last I -lay, <br />the Council began an intensive search shortly thereafter for a new City <br />11anager. It advertised in the appropriate journal and within a short period <br />of time no fewer than 30 applications were received; the Council, instead of <br />employing an agency,as is done by many groups, to screen those applications, <br />undertook the screening process itself. He said that after careful evalua- <br />tion of the candidates - most of whom were unusually well qualified - it was <br />the conclusion of the members of the Council that the City had someone on <br />the scene - that 11r. Ellman has that sensitivity to deal with the problems <br />facing this community - that he is a student of government - and his thoughts <br />on governmental problems do not stop at the City's boundary line. The Mayor <br />said that as a result, he has invited a number of citizens, many of whom are <br />close friends of Mr. Ellman's, but before calling on them, he would like a <br />member of the Council to place in nomination for University City's next City <br />Manager, I1r. Victor A. Ellman. <br />Councilman Werner moved that Mr. Victor A. Ellman be appointed the City <br />lianager of University City by the City Council of University City, effective <br />July 1, 1975, at a salary of $28,000 per year. Hotion was seconded by Coun- <br />cilman Glickert. <br />Upon poll of the Council, the following vote was recorded: AYES: Councilmen <br />Lieberman, Adams, Grimm, Werner, Weissenburger, Glickert and Ha.yor Kaufman. <br />NAYS: Bone. ABSENT: None. The motion carried unanimously. <br />The following speakers congratulated the Council on its selection and paid <br />tribute to 11r. Ellman. They extolled his capabilities, qualifications, in- <br />tegrity and fine personal character, and expressed the view that under his <br />leadership and guidance the City of University City will continue to move <br />forward successfully. <br />Mayor John Poelker <br />11rs. Al Ellman <br />(1•Ir. Ellman's brother and sister-in-law). Coincidentally, today marked the <br />83rd birthday of 11rs. 1I. A. Ellman, and on behalf of the Council and all <br />citizens of University City, ilayor Kaufman congratulated firs. Ellman and ex- <br />tended best wishes for her good health and happiness. <br />The Ilayor administered the oath of office, as prescribed in the City Charter, <br />and Victor A. Ellman was duly sworn in and installed as City Manager. <br />The new City Manager expressed appreciation and pledged himself to provide <br />the leadership necessary to serve the best interests of all citizens of this <br />community. <br />RECESS: <br />At this juncture, 8:10 P.H., layor Kaufman called for a brief recess and at <br />8:20 P.1.1. the Council reconvened. <br />a <br />
