Session 11209 Minutes <br />December 15, 1975 <br />Page 8 <br />The following addressed the Council, and generally expressed opposition to <br />implementation of the recommendations of the consultant. <br />Mr. James B. Stevens, 328 Droste Road, St. Charles. Ir. Stevens said he is <br />an Emergency Medical Technician instructor at Forest Park Community College. <br />Iie discussed details of an incident which occurred this evening involving a <br />resident on Eastover who suffered a fatal heart attack. Mr. Stevens was of <br />the opinion that if the ambulance had come from a closer location, the re- <br />sponse time would have been faster by a few minutes and possibly could have <br />made a difference. lie stressed the importance of proper training level for <br />ambulance drivers (as compared to First Aid Training alone): he felt that <br />three men are required on ambulances -- proper training and number of men <br />can mean the difference between life and death; lie pointed out the need for <br />ambulances at two main based locations in the City to insure the fastest <br />possible response time. <br />Mr. Joseph A. Walsh, a member of the University City Fire Department, and <br />president of Local #1918, called attention to contradictory comments and <br />recommendations between the report prepared by Mr. A. J. Sella, fire pro- <br />tection consultant, in 1963 and the 1975 report, now under discussion. <br />(111r. Sella had primary responsibility for the field work in the 1975 report, <br />for organizing survey materials and for drafting the report.) Mr. Walsh <br />pointed out that there has been a great increase in the number of fire and <br />ambulance calls since 1963 in this city. <br />Mayor Kaufman suggested that Mr. Walsh may have other comments he would like <br />to detail and it would be appreciated if he would place them in writing so <br />the Council may have an opportunity to evaluate his comments. <br />Mr. Joseph Mcllahon, 6302 Berhold, president, International Firefighters Lss°n. <br />Mr. McTlahon took exception to the report, pointing out that there are in- <br />consistencies in comparison to the 1963 report which was made when Mr. Sella <br />worked for the National Board of Underwriters. I1r. T11cliahon felt that any <br />proposal to close down Engine House No. 2 would be a serious mistake and a <br />disservice to the residents of University City. lie was of the opinion that <br />Mr. Sella did not take into consideration the makeup or influx of the popula- <br />tion of University City. He observed that in 1963 11r. Sella had recommended <br />putting another Book and Ladder company in service with no company running <br />less than five men -- today, Mr. Sella contradicts those suggestions. Mr. <br />McMahon stated that the 1975 report as submitted benefits the consulting firm <br />that Mr. Sella works for. Mr. McMahon urged that the Council not close En- <br />gine House No. 2, and open an additional station, No. 4. <br />Councilman hleissenburger requested the City Manager to submit a list of the <br />equipment in 1963 and as of 1975. <br />Mr. Harold Gregor, 9450 Calwood, St. John, Missouri. Mr. Gregory said he <br />has somewhat of an extensive background in fire protection and consequently <br />was asked by the Firefighters Union to make afew points tonight with regard <br />to the Report. He discussed some of the techniques used to bring fire sup- <br />pression systems under control and how they are handled, and he explained <br />the need for a sufficient number of men in fighting fires. <br />11r. Douglas C. Nord, 738d West Canterbury, a member of the University City <br />Fire Department. Mr. Nord stated that the Union needs more time to study the <br />Report as it could not possibly be evaluated properly in the short time that <br />they have had it.
