Session 1205, Minutes <br />December 18, 1978 <br />will also cost a lot of money. <br />Page 15 <br />Councilman Kelley said the Council, if it has good reason to vote against <br />the ordinance, should vote on the ordinance tonight if they wish to have the <br />election in February. <br />Councilman Adams said he would like the option of picking the election time, <br />but he would like the legal opinion of outside counsel before voting on this <br />ordinance, and wanted to be sure he is following city, state and federal <br />laws - that what he is voting on is legal. <br />Councilman Lieberman said he thought Council should proceed to set a special <br />meeting for January 3rd, to consider this issue. <br />PROPOSED AMENDMENT TO ORDINANCE No. 4061 <br />Loretta Waxman, 847 Westgate, a representative of the University City Associ- <br />ated Neighborhood, ACORN, said that their organization is proposing an <br />amendment to Ordinance No. 4061, Section 21-36, to exclude senior citizens <br />from increased registration rates for larger cars, and have them pay a flat <br />registration fee of $2.50. She said many municipalities in St. Louis County <br />already do this as a concession to people over 65 on a fixed income. <br />Thomas Chase, 747 LePere, also spoke in favor of this proposed amendment. <br />Councilman Glickert asked it this was being proposed for all senior citizens, <br />regardless of income, and Mr. Chase said it was. Mayor Mooney asked if this <br />would apply to all cars, regardless of type or size, and Mr. Chase said it <br />would. <br />Councilman Sabol said he would like to ask the City Attorney to draw up an <br />ordinance to this effect. Mayor Mooney said we should determine how much it <br />will cost the City. He asked Mr. Ellman to gather some information on this <br />matter. <br />Mr. Ellman reminded the Council that the application for a license does not <br />show the age of the applicant, so he would not have a precise method for <br />determining the exact cost, but based on the fact that about 1/5 of the popu- <br />lation is 65 or older, the City would lose in the neighborhood of $5,500. <br />Councilman Lieberman said a better apprcach for this group might be to present <br />their proposal to the state legislature with the possibility of adding this <br />to the circuit breaker. <br />BILLS FOR THIRD READING <br />None <br />BILLS FOR SECOND READING <br />BILL NO. 7292 - FIXING THE COMPENSATION TO BE PAID TO CITY OFFICIALS AND <br />EMPLOYEES AS ENUMERATED HEREIN FROM AND AFTER JANUARY 1, 1979, AND REPEALING <br />ORDINANCE NO. 5093. <br />The City Manager said that Bill No. 7292 should be amended to include changes <br />
