Session 1205, Minutes Page 18 <br />December 18, 1978 <br />BILL NO. 7301 - PROVIDING FOR THE INSTALLATION OF A FIRE HYDRANT WITHIN THE CITY <br />IN ACCORDANCE WITH THE FIRE CHIEF'S DETERMINATIONS, AND AUTHORIZING THE CITY <br />111ANAGER TO REQUEST THE CHARGES INDICATED HEREIN. <br />A bill was introduced by Councilman Adams, entitled: <br />"AN ORDINANCE PROVIDING FOR THE INSTALLATION OF A FIRE HYDRANT WITHIN THE CITY IN <br />ACCORDANCE WITH THE FIRE CHIEF'S DETERMINATIONS, AND AUTHORIZING THE CITY MANAGER <br />TO REQUEST THE CHA1gGES INDICATED HEREIN." <br />The bill was assigned No. 7301 and given its first reading. <br />RETURN TO BILL NO. 7296 <br />The City Attorney, Dennis Kay, suggested that the Council adopt a recommendation <br />that the second and third readings be called for by the Mayor --traditionally that <br />is always what has happened. Councilman Lieberman made a motion to that effect, <br />seconded by Councilman Glickert. Upon roll call, the following vote was recorded: <br />AYES: Councilmen Lieberman, Adams, Metcalfe, Glickert and Mayor Mooney. NAYS: <br />Councilmen Sabol and Kelley. The motion carried by a vote of five to two. <br />Councilman Kelley moved to appeal the previous ruling. This motion was seconded <br />by Councilman Sabol. Councilman Lieberman suggested that the motion be changed <br />to say "Shall the Chair be sustained?" Upon roll call, the following vote was <br />recorded: AYES: Councilmen Glickert, Lieberman and Mayor Mooney. NAYS: Coun- <br />cilmen Adams, Metcalfe, Kelley and Sabol. The motion was defeated four to three. <br />Bili No. 7296 was given its third reading. <br />Councilman Adams moved that the vote on this bill be postponed until January 3, <br />1979. Councilman Glickert seconded the motion. Upon roll call, the following <br />vote was recorded: AYES: Councilmen Glickert, Lieberman, Adams and Mayor Mooney. <br />NAYS: Councilmen Metcalfe, Kelley and Sabol. The motion carried by a vote of <br />four to three, and Bill No. 7296 was deferred. <br />MISCELLANEOUS <br />Councilman Sabol said he wished to congratulate those who worked on the University <br />City calendar --he thought it was very well done. <br />Councilman Sabol also wanted to congratulate *'r. Dieckgraefe, Dir. of Public TTorks, <br />for his followup of Mr. Langenberg's complaint about trash receptacles. <br />Councilman Sabol said that the Police auction December 10 was successful, and <br />that having it on Sunday did not take away from its success. <br />Councilman Sabol said he would like to change his vote on the picketing ordinance <br />(No. 5126), now feeling that picketing should be lawful, and that to deny people <br />the right to picket takes away their First Amendment rights. <br />The City Clerk, Mfr. Poscover, said that Mr. Sabol's vote could not be changed, <br />since the minutes of that meeting had already been approved by Council --they <br />could not be changed. <br />
