SESSION 1704

MINLrFES OF THE UNIVERSITY CITY COUNCIL

AUGUST 20, 1997

A special meeting of the City Council of University City was held in Room 6 of City Hall on Wednesday, August 20, 1997,
to consider a time plan for making an appointment to the vacant third ward councilmember seat. Notice of the meeting
was posted Friday, August 15, 1997. Mayor Joseph L. Adams called the meeting to order at 7:00 p.m. In addition to the
Mayor, the following members of the Council were present:

Mr. Paul E. Schoomer
Mr. Lain/Lieberman
Mr. Hardy Ware

ABSENT: Mr. Robert Wagner, Mr. Wayne Munkel, Mrs. Betty Thompson. Also present was City Clerk Leisha Meine.

City Clerk Leisha Meine suggested two possible timelines to begin the process of filling an appointment to the third ward
seat that will soon be vacated by Mrs. Betty Thompson. Both timelines will fulfill the Charter requirement of appointing
within sixty days of a vacancy.

The best scenario presented was to begin accepting applications for prospective appointees immediately until September
15th. At this time Council would review each application and have a candidate by the week of October 6th. A special
session will need to be held during this week in order to make a decision. The swearing-in ceremony would be scheduled
for the regular Council Meeting on October 13, 1997.

Mr. Ware moved that the process and above timeline for a Third Ward councilmember appointee be instituted as
proposed. Mr. Schoomer seconded, which carried unanimously.

Being that there was no further business, Mayor Adams adjourned the meeting at 7:15 p.m.
