Session 1242, Minutes <br />Page 13 <br />April 14, 1980 <br />the results of said <br />election <br />were, with <br />respect <br />to each of the Propositions as <br />submitted at said election, <br />as follows..:.,.. <br />VOTES <br />CAST. <br />DECLARED <br />YES <br />NO <br />CARRIED DEFEATED <br />PROPOSITION NO. <br />1 <br />4073 <br />1932 <br />X <br />PROPOSITION NO. <br />2 <br />3432 <br />2522 <br />X <br />PROPOSITION NO. <br />3 <br />3616 <br />2274 <br />X <br />PROPOSITION NO. <br />4 <br />3028 <br />2834 <br />X <br />PROPOSITION NO. <br />5 <br />3316 <br />2663 <br />X <br />and that Proposition No. l having carried, the issuance of.bonds.in the aggre- <br />gate amount of $220,000, for the purpose set forth in said Proposition had been <br />duly authorized by thevoters of the City of University City, Missouri, and the <br />City Council was now. authorized .to. proceed -with. the -issuance and- sale.of. said - <br />bonds. <br />Thereupon,.all of the Council presented Bill No. 7406, being for an ordinance <br />declaring the result of. .the special bond election held in the City of University <br />City, Missouri, on April 1, 1980, at which election there was submitted to the <br />qualified voters _of -said City certain proposals for the incurring of indebted- <br />ness and.the issuance of -general obligation bonds ofthe..City of University City, <br />Missouri, in the.aggr.egate-amount of $3,000.,000 for various public purposes. <br />On. motion duly made. by Councilmember Adams, aria secoiurii ember Sabol, <br />said. bill was placed on its first reading and.was read "in full��an placed on file <br />with the Acting City Clerk..f.or public inspection. <br />Councilmember Metcalfe.brought-.up the possibility of resubmitting Proposition <br />No. 3 (Civic Plaza renovation)..in.June,_1980,.since the roof on City Hall must be <br />replaced as soon.as possible.. She said she felt the voters should be given a <br />choice, before a new .budget is enacted, of. funding. it, through. _.a bond. issue, Qr <br />if that. failed, to inform. them either the tax: .rate would have to.be raised to <br />pay for. the roof, or pro grams_aow..,fiunded .would .have, to, be discontinued. It . was <br />brought out that -in or.der.to have an.election in June,.it..would be necessary to <br />pass the.bond ordinance by April. -22,. Councilmember Kelley -spoke in favor of this <br />idea, feeling it:appropr.iate.that-the taxpayer.s.have a choice as to how to fund <br />the City Hall roof. Discussion -.followed,_.cente-r_ing-aro.und_.what.would be the most <br />effective method .of_ replacing. the.. roof .as .soon, as.. possible, and..whether or not <br />another bond_.election should -be scheduled. It.was_brought,out.tha:t a plastic <br />cover was put on the roof several years_ago_which was supposed to.last ten years, <br />but because -of expansionand contraction, lasted only a year and a half-. It has <br />since been determined that the only solution is a new roof, that there is no way <br />to repair.the..old one. Mr. Adams -said he has.beeu told by, engineers that a prop- <br />erly installed copper roof will last more than 75 years. <br />Councilmember Lieberman said it was the Council's duty as representatives of the <br />people to see that the City is maintained properly, and also has the responsibil- <br />ity of seeing that tax dollars are used to the utmost benefit of the City, <br />
