SESSION 1240 <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br />March 19, 19.80_ <br />At a special meeting. of the City Council of University City, held in the Emergency <br />Operations Room of City Hall on Wednesday, March 19, 1980, Mayor Joseph W. Mooney <br />presided and called the meeting to order at 9:0.5 P.M. In addition to the Mayor, <br />the following members of the Council were present: <br />Mr. Lawrence Lieberman <br />Mrs. Cynthia Metcalfe <br />Mr.. Patrick J. Kelley <br />Mrs. Elsie Glickert <br />Also present were City Manager Frank G. 011endorff and Director of Finance Michael <br />T. McPhail. <br />Councilman Joseph L. Adams, Jr., arrived at 9:10 P.M. and Councilman Allen Sabol <br />arrived at 9:15 P.M. <br />The meeting was a working session in which the Council discussed proposals which <br />have been submitted to University City by a number of cable television companies, <br />prior to the awarding of a franchise. Tonight's meeting was a follow-up to a pub - <br />lid -hearing which was held at the Community Center on Monday, March 17, in which <br />eight companies made presentations and were asked questions by the Council and the <br />public. The discussion at tonight's meeting is to be a further refinement of what <br />the Council is looking for in a franchisee and should result in giving University <br />City the best possible selection of a company.which will furnish cable television <br />to the City. <br />Mayor Mooney commented that the Council appreciated the restraint shown by the <br />companies which did not individually contact elected representatives of University <br />City, as they..had_._been requested. <br />Based on Monday's presentations and.the comments the Council members had made to <br />him, Mr. 011endorff said it seemed..that the choice had narrowed to four companies <br />(Telcom, Continental, American and Gateway). Councilman Metcalfe said she felt <br />a fifth .company, _Warner, might, also. be . consider.ed, although. if no .other. Council <br />I <br />ember supported...that view, it should not be included. <br />Mr. .011endorff had prepared several.tables covering the features which the remain- <br />ing four companies,offered in terms of service, programming, and other parameters <br />which would be important to anticipate how well each company will.perfoxm. There <br />was discussion on various _.aspects of this information,,.and each Council member in <br />turn asked questions which he/she felt were important. This resulted in some 17 <br />questions which .Mr.. 011endaxff. said he and ..the. staff would get answers to from the <br />remaining four companies, and distribute to the Council members by Friday, March 21. <br />Mayor Mooney adjourned the meeting at 10:25 P.M. <br />Cit • �/�� <br />Dolores A.
