SESSION 1240 MINUTES OF THE UNIVERSITY CITY COUNCIL March 19, 19.80_ At a special meeting. of the City Council of University City, held in the Emergency Operations Room of City Hall on Wednesday, March 19, 1980, Mayor Joseph W. Mooney presided and called the meeting to order at 9:0.5 P.M. In addition to the Mayor, the following members of the Council were present: Mr. Lawrence Lieberman Mrs. Cynthia Metcalfe Mr.. Patrick J. Kelley Mrs. Elsie Glickert Also present were City Manager Frank G. 011endorff and Director of Finance Michael T. McPhail. Councilman Joseph L. Adams, Jr., arrived at 9:10 P.M. and Councilman Allen Sabol arrived at 9:15 P.M. The meeting was a working session in which the Council discussed proposals which have been submitted to University City by a number of cable television companies, prior to the awarding of a franchise. Tonight's meeting was a follow-up to a pub - lid -hearing which was held at the Community Center on Monday, March 17, in which eight companies made presentations and were asked questions by the Council and the public. The discussion at tonight's meeting is to be a further refinement of what the Council is looking for in a franchisee and should result in giving University City the best possible selection of a company.which will furnish cable television to the City. Mayor Mooney commented that the Council appreciated the restraint shown by the companies which did not individually contact elected representatives of University City, as they..had_._been requested. Based on Monday's presentations and.the comments the Council members had made to him, Mr. 011endorff said it seemed..that the choice had narrowed to four companies (Telcom, Continental, American and Gateway). Councilman Metcalfe said she felt a fifth .company, _Warner, might, also. be . consider.ed, although. if no .other. Council I ember supported...that view, it should not be included. Mr. .011endorff had prepared several.tables covering the features which the remain- ing four companies,offered in terms of service, programming, and other parameters which would be important to anticipate how well each company will.perfoxm. There was discussion on various _.aspects of this information,,.and each Council member in turn asked questions which he/she felt were important. This resulted in some 17 questions which .Mr.. 011endaxff. said he and ..the. staff would get answers to from the remaining four companies, and distribute to the Council members by Friday, March 21.
