Session 1235, Minutes Page 12 <br />January 7, 1980 <br />Councilman Lieberman moved that the law firm of Ziercher, Hocker, Tzinberg, Human <br />and Michenfelder be retained to represent University City and other communities in- <br />volved, with costs to be shared according to the agreement made with City Attorney <br />Kay. Councilman Glickert seconded the motion. Councilmen Adams, Lieberman, Glick- <br />ert and Mayor Mooney voted Aye, with Councilmen Metcalfe, Sabol and Kelley voting <br />Nay. The motion carried by a vote of four to three. <br />OATH OF OFFICE <br />Mr. D. A. Sharpe, recently appointed to the Traffic Commission, was sworn in by the <br />Acting City Clerk. Mayor Mooney said Mr. Sharp will be a valuable addition to this <br />commission, and thanked Mr. Sharp for giving his time and expertise in this way. <br />FIFTH YEAR COMMUNITY DEVELOPMENT FUNDS <br />Councilman Lieberman asked, since HUD will shortly be releasing part of the Commun- <br />ity Development money to St. Louis County, when University City will get its allot- <br />ment. Mr. Ellman said a meeting with County officials had been held, and University <br />City is now waiting for a statement from the County as to when the money will be <br />forthcoming. He said the Council will be informed as soon as there is anything to <br />report. <br />DISCUSSION ON CITIZENS CHARTER REVIS4 COIDIITTEE RECOTIMENDAT IONS <br />In order for legislation to be drafted on recommendations made by the University <br />City Citizens Charter Review Committee, it was decided that each recommendation <br />would be discussed, and the Council would try to reach a consensus on each item. <br />Councilman Kelley felt it should not be done this way, that bills presenting each <br />point of view on all items should be introduced at the next meeting, and either <br />passed or voted down. City Attorney Kay said he felt he could prepare a bill for <br />the next meeting that could be discussed before it is introduced, and Council could <br />discuss and vote, if necessary, on whether each recommendation should go into the <br />bill and what the wording of each recommendation should be. That way, all changes <br />will be made before the bill is introduced at the January 21 meeting. The bill will <br />get its second and third readings at the February 4 meeting and will be passed at <br />that meeting, thereby ensuring its placement on the April 1 ballot. <br />All Councilmen except Mr. Lieberman were in favor of the first recommendation, which <br />is to change the residency requirement as a qualification for running for Council- <br />men from three years to two years. Councilman Lieberman favored leaving this re- <br />quirement at three years. <br />The second recommendation, changing compensation for Councilmen from $600 to $900 <br />and for Mayor from $750 to $1200 per year, was supported by Councilmen Glickert, <br />Metcalfe, Adams and Mayor Mooney. Those supporting the current figures were Coun- <br />cilmen Kelley, Sabol and Lieberman. <br />The third recommendation, changing the term "Councilman" to "Councilmember" was sup- <br />ported by Mayor Mooney, Councilmen Metcalfe, Kelley, Glickert and Adams, although <br />Mr. Adams felt Councilman and Councilwoman might be better. Councilman Sabol was <br />neutral. Councilman Lieberman felt the Charter should be left as is in this case. <br />Item four, changing the date of the Mayoral race so it does not coincide with the <br />elections of other members of the City Council, was backed by Councilmen Glickert, <br />
