R E S O L U T I O N <br />WHEREAS, in 1946 a group of outstanding citizens voluntarily <br />dedicated themselves to the task of drafting a new form of government <br />for the City of University City; and <br />WHEREAS, the Council -Manager plan which they devised was accepted <br />by the electorate when it voted on a new Charter for the city; and <br />WHEREAS, the Council -Manager form of government has served our <br />community well and has been responsive to the needs and aspirations of <br />the citizens of University City; and <br />WHEREAS, PAUL H. YOUNG of 7049 Westmoreland Drive, University City, <br />was a member of the original Charter Commission and was a signer of the <br />Charter; and <br />WHEREAS, PAUL H. YOUNG has served with distinction and honor in <br />many other capacities in the years that followed; and <br />WHEREAS, the Mayor and City Council of the City of University City <br />do, by this resolution and public record, recognize the profound influence <br />of PAUL H. YOUNG on the development and success of University City as a <br />viable community, <br />NOW, THEREFORE, I JOSEPH W.
