Questions/Comments from the Plan Commission and responses from the applicant included: <br />-Where will the walk-up ATM be located? Applicant: On the Delmar side of the building. <br />-What about parking in the rear. How many spaces are there? Applicant: 20 spaces will <br />be provided. <br />-How many customers are anticipated? Applicant: The future tenant is projecting 230 <br />customers per day. <br />-Is the off-street parking adequate for the projected number of customers? Applicant: Yes. <br />-Can you provide any additional information on the proposed signage? Applicant: The <br />signage is shown on the elevation drawings provided. As shown, there will be signage on <br />the Delmar side and the Kingsland side. <br />-What about the size of the signage? Applicant: It is processed under a separate permit <br />and will be in compliance with whatever the City regulations allow for. <br />-What services will be provided? Similar to Commerce Bank down the street? Applicant: <br />It will be a full service bank. Tenant is aware of Commerce Bank down the street and <br />believes that competition will be a good thing. <br />-Applicant: The exterior of the building is to remain the same except for the removal of <br />the existing awnings. <br />-Will there be additional lighting provided for the walk-up ATM? Applicant: Yes, <br />additional lighting will be provided. <br />Staff explained the reason a conditional use permit was required. All non-retail uses are required <br />to obtain a Conditional Use Permit in the CC – Core Commercial District. <br />Staff presented the staff report and requested that the application be approved with the following <br />conditions: <br />1.All appropriate permits (building, mechanical, electric, plumbing) must be obtained prior <br />to the start of any and all renovations. The applicant must adhere to all requirements of <br />the Building Plans Examiner and/or Building Inspector. <br />2.A sign permit shall be required prior to the installation of any signage by the tenant in <br />accordance with Article 8 of the Zoning Ordinance. <br />3.Any new lighting installed for the addition shall comply with Section 34-93.7 of the <br />Zoning Code, shall be designed to be compatible with surrounding areas, and shall be <br />shaded to direct light downward and away from abutting uses, adjoining properties and <br />streets. <br />4.A detailed construction traffic control and parking plan should be submitted to the acting <br />director of planning for approval. Said plan shall set forth details pertaining to worker <br />and resident parking during all phases of the proposed construction. Said plan shall be <br />finalized prior to the issuance of a building permit. <br />Ms. Felton made a motion that the conditional use permit to operate a bank in the CC – Core <br />Commercial District be approved with the conditions listed in the staff report. The motion was <br />seconded by Ms. Carr. The motion passed. <br />Mr. Byrne was present for the vote.
