Mr. Lai stated that the proposed language would only apply to new businesses. The proposed <br />language is not intended to prohibit such establishments. Even under the proposed language, if <br />an applicant were able to meet the standards, they could be approved. <br />Mr. Greatens – The definition of a bank in the Zoning Code specifically excludes short-term loan <br />establishments. <br />Mr. Byrne stated that he thought originally check-cashing establishments would not be included <br />in the Text Amendment. The concern may be that some people use those services and there is a <br />difference between check-cashing establishments and short-term loan establishments. <br />Mr. Halpert – Are there concerns with including check-cashing establishments? <br />Some of the Plan Commission members stated they were not comfortable with including check- <br />cashing establishments in the proposed new standards. <br />Mr. Halpert stated he would like more research on the difference between check-cashing <br />establishments and short-term loan establishments. <br />The Plan Commission members stated there are no concerns with short-term loan establishments <br />and title lenders being included. <br />Question <br />-Should we remove check-cashing establishments and approve it? What do we know <br />about check-cashing establishments? Do they just cash checks for a fee? <br />Mr. Halpert stated he preferred to take action on it all at one time. He called for a motion to <br />table the Text Amendment until the May 25 Plan Commission meeting in order to gather more <br />information. <br />A motion was made to table the agenda item until May 25. The motion was seconded.
