Zoning Map Amendment – 8162 Olive Boulevard <br />Mr. Halpert stated that the application for a Zoning Map Amendment at 8162 Olive Boulevard <br />was withdrawn by the applicant. <br />th <br />Mr. Halpert proposed that the 8 agenda item Other Business be tabled and addressed at the July <br />th <br />Plan Commission meeting. A motion was made by Ms. Carr to table the 8 agenda item. The <br />motion was seconded by Mr. Senturia. The motion carried. <br />Text Amendment <br />Proposed amendment to Zoning Code by removing “Pawn shops” from Section 34-36.4 – <br />Conditional Uses; adding “Check-cashing establishments” to Section 34-38.4 – Conditional <br />Uses; and adding Section 34-132.4 Standards for short-term loan establishments, title lenders, <br />and pawn shops to Article 11 of the Zoning Ordinance <br />Mr. Greatens provided an overview of the proposed Text Amendment. The report before the <br />Plan Commission includes changes suggested at the April 27 Plan Commission meeting. The <br />changes were made and brought before the Code Review Committee in May. <br />Ms. Carr noted that allowing retail sales for pawn shops has been included. <br />Ms. Lewis asked by check-cashing establishments has been removed from the additional <br />standards required for Conditional Use Permit approval. Mr. Greatens stated that the Code <br />Review Committee discussed check-cashing establishments and how they are different from <br />payday lenders. Check-cashing establishments do not issue loans. <br />Mr. Kraft asked about check-cashing establishments. He stated that the original request was to <br />include check-cashing establishments. Mr. Kraft asked why we are now stating they might <br />provide a service some residents need. <br />Mr. Halpert stated that it was the Plan Commission understanding that payday lenders were the <br />main concern. He suggested that if the Commission approves the Text Amendment, it will go to <br />City Council and they could change it as they see fit. <br />Mr. Kraft stated that perhaps there should be a statement about why check-cashing <br />establishments are not included with the other businesses. <br />Mr. Halpert stated it was understood that the main concern was high interest loans offered by <br />payday lenders. Check-cashing establishments do not loan money. It was discussed at the Code <br />Review Committee meeting. <br />tm; <br />E <br /> <br /> <br /> <br />
