Mr. Lai stated that other Walgreens stores in the area were surveyed. Some stores are older and <br />some are newer. Some stores are 24-hours and others are not.The new store in Creve Coeur is <br />24-hour. When studying the surrounding area of the subject site, it is mostly residential in <br />nature. That is the reason for the proposed restrictions to hours of operation. Even if the store is <br />closed, it will still be well lit. <br />The current Walgreens at McKnight and Delmar is not 24-hour. They do not have a drive- <br />through. <br />Mr. Evans stated that the surrounding property owners view a 24-hour operation as a positive <br />thing. Ms. Greening stated she is concerned that Walgreens might not be interested if it is not a <br />24-hour operation. <br />Mr. Evans stated that Walgreens would pay for the proposed traffic light and the City has wanted <br />the traffic light for years. <br />Ms. Carr stated the Walgreens on Clayton Road across from Schnuck’s is a 24-hour store and so <br />is the one at Olive and Hanley. Mr. Evans stated that if the store is not open, it is not <br />competitive. Ms. Carr added that many people in area are elderly and might need medicine at all <br />hours. The Crown Center and One McKnight are in the area and they may want a 24-hour store. <br />A 24-hour store may provide an additional service to our residents. <br />Mr. Lai stated that if the Plan Commission prefers changes to the staff conditions, they may <br />change the conditions. <br />Ms. Greening asked what the staff’s concern is with a 24-hour store. <br />Mr. Lai said it may help to minimize the impact based on the nature of the neighborhood. This <br />neighborhood is different than Olive and Hanley. It is a quieter, residential neighborhood. <br />Mr. Kraft asked if the entire store would be 24-hour or only the drive-through. <br />Chi Feng stated that it is hard to anticipate what Walgreens will want at this location, but if we <br />restrict the hours, it may change their method of operation. If we allow the option for a 24-hour <br />store, it is more convenient. <br />Mr. Halpert asked what the staff concern is with the landscape easement. Ms. Riganti stated that <br />staff would prefer everything to be contained on-site and parking is sufficient. Mr. Evans stated <br />that medical offices might locate in the new office building and the parking requirement for <br />medical offices is higher than for general offices. They are trying to find the right number of <br />parking spaces to provide in order to allow for any anticipated medical offices.
