Session 1757 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />May 17, 1999 <br /> <br />At a special budget meeting of the City Council of University City held in the E.O.C. Room <br />of City Hall on Monday, May 17, 1999, Mayor Joseph L. Adams called the meeting to <br />order at 7:00 p.m. In addition to the Mayor, the following members of the Council were <br />present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne I. Munkel <br />Mr. Robert Wagner <br />Mr. Larry Lieberman <br />Mr. Paul Schoomer (arrived at 7:06) <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also present were City Manager Frank Ollendorff, Assistant City Manager Gregory Rose and <br />Finance Director Willie Norfleet. <br /> <br />COST OF LIVING RAISE: <br /> <br />Mr. Ollendorff pointed out that there was an up to 3% cost of living raise included in the <br />budget for all city employees. Mr. Schoomer stated that a percentage increase for upper <br />level employees is not the same as for lower level employees. He would like to see a way <br />for raises to be equalized. Mr. Ollendorff said that a pay study is done for all employees <br />every year and if the pay is off, an adjustment is made to get the position back on track. <br />Mr. Ollendorff said we like to stay within the three-quarter mark in comparison with 30 <br />other cities. Mr. Schoomer says that he believes that the City needs to stay competitive in <br />order to attract the best people. <br /> <br />10.15 TRAFFIC VIOLATIONS BUREAU: <br /> <br />Mr. Ollendorff pointed out that, under 727.06, we pay REJIS for law enforcement computer <br />information. This system is being revised at the same time we are automating our court <br />system, so that the REJIS charges will be less next year. Mr. Ollendorff said that under <br />723.04, Printing, $1200 should be added. 713.00, Temporary and Part-time Pay, is for <br />the Judge and Prosecuting Attorney. <br /> <br />10.16 FINANCIAL ADMINISTRATION: <br /> <br />Under 721.01, Auditing, the bids the Council accepted last week means that this figure <br />can be reduced from $43,000 to $30,400.
