Session 1757 - Budget Meeting <br />May 17, 1999 <br /> <br />the people out in the field. Mayor Adams asked if the City was using one provider or <br />multiple providers. It was hard to put it under one contract, because of the different <br />expirations. Mr. Schoomer asked if the calls were monitored for improper use. Mr. <br />Ollendorff said the bills were all checked for any personal use. Mayor Adams asked if any <br />cell companies had asked to put towers on any of our public property and Mr. Ollendorff <br />said that the Council should be getting a request for someone in the near future. It was <br />currently being negotiated. Mayor Adams asked if we could get cellular phones in <br />exchange for the tower being placed on public property. Mr. Rose said that their argument <br />will be that the Public Service Commission is steering them away from this practice. It will <br />be pursued until proven that it can't. <br /> <br />26.20 STREET MAINTENANCE DIVISION: <br /> <br />Under 726.02, Street and Sidewalk Repairs, shows a big increase because our oldest <br />streets need to be rebuilt and resurfaced. Under 721.10, Miscellaneous Outside Personal <br />Services, half of the increase is for leaf pickup, workers, etc. The increase in Overtime is <br />for the same thing. Under 725.05 Sewer, Mr. Ollendorff responded to Ms. Colquitt that he <br />was not sure what this was for, but he would check on it and get back with her. Under <br />732.22 Signs, the increase is for new entry signage and banners. Responding to Mr. <br />Lieberman, Mr. Ollendorff responded that the money for the new lion benches came out of <br />the Civic Plaza Bond Issue money. Under 727.03, Rental of Central Garage Equipment, <br />the middle column figure is an error. The right figure will be in the final budget book. <br /> <br />26.40 PLANNING DEPARTMENT: <br /> <br />Mr. Ollendorff said that there are a couple of personnel changes that needs to be made in <br />this department. They are changing the Deputy Building Commissioner position, making it <br />a lower level classification, which will be titled Plan Reviewer. Mr. Walker, the department <br />director, prefers to supervise each of the inspectors directly, rather than through someone <br />else. The Economic Development Director position will be changed to an Assistant <br />Planning Director position. We are looking for someone that can take on a wider range of <br />duties. Mr. Walker will be more involved in economic development rather than delegating <br />that. Under 713.00 Temporary and Part-time Employee Pay, the budget includes adding <br />another part time clerk and part time inspector. Responding to Mr. Munkel, Mr. Ollendorff <br />said that he did not believe that the numerous building projects coming up would overload <br />staff. The Plan Reviewer is also a building inspector and so can help out if required. <br />Inspectors also are specialized in different areas so they can be moved around when <br />needed. Responding to Mr. Schoomer, Mr. Ollendorff said that we do not have a housing <br />inspection backlog. Mr. Ollendorff said that it only took a couple of days to get a permit <br />issued.
