Meeting Notes– University City Bike and Walk Task Force
9.6.2011 and Page 2

of cost; it will look at what is desirable, with cost issues being considered at a later point. Kevin will
be distributing postcards, flyers, and e mails to drive attendance and welcomes our assistance in
publicizing the event.

Sarah and Kevin then reported on events over the next few weeks task force members may want to
attend—a MoDot seminar on August 25 and an August 27 session on advocating for Complete
Streets legislation. Sarah will e mail information on both to our mailing list.

4) Reports on walk/bike related actions in U City
Carol reported that she was at the GRG ribbon-cutting at Ackert Plaza on July 29. It was
well attended.

5) Interim recommendations. Margaret opened by discussing the rationale and feasibility for interim
recommendations, noting that some of our recommendations are likely to be time sensitive, such as
a recommendation to put a pedestrian operated light on Olive across from the Commons. Margaret
went on to say we also need to figure how to organize our report to the City Council and referred
members to Sarah’s e mail as a proposed break down of topics, beginning with Complete Streets.
Sarah interjected that she had spoken to a Trailnet representative regarding how Complete Streets
legislation was adopted elsewhere. Discussion ensued regarding the status of our research into
Complete Streets, with Carol noting that Sinan of the City staff has already been asked to look into
the feasibility of the legislation for University City and Lynnette offering that staff has met with
Trailnet to start looking at the legislation. Margaret asked if we are waiting on Sinan, and Carol said
we are. There was discussion of the procedure for recommending Complete Streets legislation, as
among the task force and the public works staff, with Lynnette indicating that both Ray Lai and the
new Economic Development director are also looking at the project.

Margaret asked who wanted to be point persons for the Complete Streets portion of our report. Jan
Adams, Sarah and Lynnette agreed to coordinate this.

After discussion on how thinly spread we will be with all these tasks, Margaret said she would check
with our absent members and see about adding new members where appropriate.

Attention then turned to the pedestrian crosswalk on Olive that has been suggested. Linda noted
that it would be a good idea for kids and to facilitate connections on both sides of Olive. The
following additional points were made: Olive is a state street so MoDot would need to be involved
(Margaret); there are published guidelines regarding placement of lights (Sarah); MoDot guidelines
on signalized crosswalks would apply (Lynnette); there are homes for wheelchair bound residents
along Olive nearby (Sarah). Carol reminded the group that Sinan has been asked to consider this
option already and to provide pertinent information, and also volunteered to check with MoDot
regarding applicable regulations and cost information. Margaret added that statistics about
jaywalking and crosswalk accidents would also be helpful.

Margaret then returned our attention to the additional areas we seem to want to focus on. Regarding
Safe Routes to Schools, Beverly thought that parents and school personnel should be doing this
rather than our task force. Sarah thought that the task force could have a role as a liaison to the
schools, passing on information, helping identify routes, etc. Linda helped define this as “we can
educate the parents, but we don’t walk the kids to school.” Additional points made—Karl Scheidt is
the school’ s representative to the task force and should be included (Margaret); there may be
opportunities at Big Bend and Delmar and Big Bend and Midland( Sarah); the program may require
