<br />Approved – 9-6-11 <br /> <br /> <br />Meeting Notes – University City Bike and Walkability Task Force <br /> <br />August 16, 2011 6:30 PM to 8:00 PM <br /> <br /> <br />Location:University City Centennial Commons – Century Room 2 <br />Attendees: Margaret Johnson; Carol Wofsey, Sarah Hanly, Beverly Jane Spudich; John Watson; <br />Linda Fried; Arno Perlow; Lynnette Hicks <br /> Visitors: Kevin Neill, Trailnet; Timothy Breihan, H3 Studios; Jan Adams <br /> <br />Invited Speaker: Timothy Breihan, H3. <br /> <br />1) Approval of agenda <br />Approved. <br /> <br />2) Approval of minutes of previous meeting and any admin issues <br />Minor c <br />orrections noted. Will be resubmitted in September when more people attend. <br />Discussion of whether we have a quorum currently, with only 7 of 15 members attending tonight, <br />what constitutes a quorum, whether a task force needs a quorum, and where missing members are. <br /> <br />Margaret will consult Mayor Welsch regarding these issues and report back. <br /> <br /> <br />3) Status of the Trailnet Master Plan; H3 and Trailnet report. <br />Timothy Breihan passed out additional copies of the presentation and handout on the draft of the <br />first part of the Master Plan titled “Task Force Meeting 02 Handout.” A copy is attached to these <br />minutes. Sarah suggested that the project goals could be consolidated, suggested that it show <br />bikeable times in the design principles as well as walk radii. Margaret asked why Midland is not <br />focused on in the plan; Tim replied that Midland has potential and perhaps excess capacity but also <br />complicating issues of traffic speed, parking and its status as a County road. He explained that <br />currently the County will only approve share-the-road arrangements. Sarah remarked that the <br />Master Plan is meant to be aspirational for the future as well as practical for current purposes. Tim <br />replied that the County will respond negatively to any plan showing something other than share-the- <br />road on County roads. Sarah reiterated that the Master plan needs to be aspirational. <br /> <br />Beverly noted that City Council members sometimes note that parking for Heman Park functions is <br />crowded, causing congestions on Olive and around the park and thus may be receptive to parts of <br />the Master Plan that will help correct that problem. <br /> <br />Carol noted that the Vision Statement is correct if not elegant. <br /> <br />Sarah asked whether the next draft will include private schools locations; Tim asked her to send him <br />the list so that he can check to see if the major ones are in. <br /> <br />Tim noted that this draft will be presented to the Plan Commission of University City on August 24 at <br />7 PM; Margaret, Sarah and Beverly said they would attend. <br /> <br />Kevin then reminded us that the second public workshop will be held on September 22 in Centennial <br />Commons at 7 PM to 8:30 PM. It will seek community input to design options, without consideration <br /> <br />
