<br />Ms. Ricci’s response to Mr. Price explained the potential cost of having an inexperienced <br />person cutting down a tree which could result in an accidental death or damage to the <br />person’s or neighboring property. The question is what risk would you be willing to take? <br /> <br />Mr. Sharpe, Jr. felt that requiring a tree cutter to be bonded would protect a homeowner <br />enough when hiring a company. <br /> <br />new <br />Ms. Ricci said that the main reasoning behind this bill was to be able to govern <br />development projects <br />, not to bind the hands of private land owners. By incorporating <br />certain requirements, its purpose was to maintain University City’s beautiful tree canopy <br />and help reduce air-pollution. <br /> <br />Mr. Price explained that people’s income differ so that one amount may not be much to a <br />person with a higher income but to another, it could be out of the realm of their budget. <br /> <br />Mayor Adams asked Council to give any substantive changes to the City Manager. Mayor <br />Adams cited an example and asked if he could have all the trees on his private property <br />cut down without violating this ordinance. Ms. Ricci explained that this is true. Mayor <br />Adams then asked what happened next if he sold it for redevelopment without any trees. <br />Ms. Ricci said that the developer would not have any restrictions as to which trees needed <br />to be saved as there were be no trees on the property. <br /> <br />This bill will be continued to the next Council meeting as there were substantive changes <br />made to the original and would need to wait until the next Council meeting to have a <br />second and third reading. <br /> <br /> <br />BILL 8901 <br />2. – AN ORDINANCE AMENDING CHAPTER 34 OF THE MUNICIPAL <br />CODE OF THE CITY OF UNIVERSITY CITY, MISSOURI, RELATING TO ZONING <br />DISTRICTS ESTABLISHED PURSUANT TO SECTION 34-22 THEREOF, AND <br />ENACTING IN LIEU THEREOF A NEW OFFICIAL ZONING MAP, THEREBY <br />AMENDING SAID MAP SO AS TO CHANGE THE CLASSIFICATION OF <br />PROPERTY AT 8342 DELCREST FROM "PA" - PUBLIC ACTIVITY DISTRICT, TO <br />"HRO" - HIGH DENSITY RESIDENTIAL-OFFICE DISTRICT; CONTAINING A <br />SAVINGS CLAUSE AND PROVIDING A PENALTY. <br /> <br />Mr. Wagner moved for approval, seconded by Mr. Sharpe, Jr. <br />Roll Call vote was as follows: <br />AYES: Mr. Glickert, Mr. Sharpe Jr., Mr. Price, Ms. Ricci, Mr. Wagner, Ms. Brot, and <br />Mayor Adams <br />NAYS: None <br /> <br /> <br />NEW BUSINESS <br />RESOLUTIONS <br />1. Resolution 2006 – 1 <br />Authorizing sales tax increase required by the passage of Economic Development <br />Sales Tax, known as Prop U. <br />Mr. Wagner moved, seconded by Mr. Price and unanimously approved. <br /> <br /> <br />
