factor could be that energy is lost because people come in an out of those buildings. These buildings <br />are included in the City energy audit for municipal buildings/facilities. Tim mentioned that for the <br />future it is easier to read numbers that are not decimals. There may be a spreadsheet error in this <br />area. The street light and traffic signal will be reported in the street light audit report. Joe reported <br />that pretty much all the emissions from street lights are associated with the non-metered street <br />lights; this is based on the street light audit report. The employee commute information was based <br />on the 2005 Employee Commute Survey. There is nothing major to pick out from this sector. Joe <br />reported that the emissions from commuting should reflect a change showing a reduction for future <br />reporting. He mentioned that there is an opportunity to set up employee car pooling to work or other <br />incentives. Donna mentioned that the City of Boston has a rule for all their taxis to operate on electric <br />power. She feels that the St. Louis region is behind the curve on efficiency. Joe reported that the City <br />of Portland is the most progressive city for emissions reductions for transportation. Setting up areas <br />in convenient locations to rent bicycles throughout the community might work in U City. It has been <br />done by private companies, not necessarily by cities. Donna mentioned that bike rental programs are <br />currently available in Forest Park. There are 10 new bicycle racks to be installed in the Loop this year. <br />The funding is from the Economic Development Tax Board. Donna mentioned that they use the <br />energy efficient appliances, a new roof or had a residential energy audit completed that her real <br />estate office markets that information to buyers. Her office has also been gathering statistics and the <br />highest percentage of people investing in energy efficiency are in University City and Clayton. Joe <br />made his contact information available for members to reach him. Lynnette will have his contact <br />(email and phone number) information. The report has not been posted online and should be <br />st <br />available by August 31. The members congratulated Joe on a great report. <br />There is emission data collected for 2009; however the next official emissions inventory date is 2015. <br />The City could hire, as budgeted, a contractor to compare the 2005 and 2009 data to identify any <br />emission reductions. The City should proceed with the building energy audits and make changes to <br />the reduction goals as needed. <br />c.Final Street Light Audit report – Jenny was not able to attend the meeting tonight and the report was <br /> <br />accepted and any specific questions should be submitted to Lynnette for follow-up. The report will <br />st <br />available online on August 31. <br />d.Energy Policy for the City – Tim reported that he had a meeting with City staff to try and determine <br /> <br />what standards to base the policy. He is still working with City staff in the Community Development <br />Department, specifically, Jared Agee, Deputy Building Commissioner. <br />5.Discussion of proposed meeting changes for 2012: <br /> <br />a.This item was briefly discussed in the July meeting. We still need to get our new meeting dates on the <br /> <br />2012 calendar. Lynnette is handling that part. We have not officially approved a new date change or <br />location. This item will be tabled until the September meeting. <br />6.Closing Round: <br /> <br />a.River des Peres Trash Bash – Neville reported that the River des Peres Trash Bash has been changed <br /> <br />th <br />to October 8. The City will provide trash dumpsters and bags for the clean-up. Neville will send a <br />request to Lynnette for the City to post the event on the community billboards. Volunteers are still <br />needed. Tim suggested that the event be advertised to the school district. Donna will make contact <br />with her school district contacts. <br />b.Coalition for the Environment – Neville reported that a decision has been made that MSD has to pay <br /> <br />money. There is public comment period. Eric Karch, of the River des Peres Watershed Coalition would <br />like people to respond when the public comment period opens. He will submit a letter for the <br />Coalition. Neville wants a letter from the City. Neville requested that the Green Practices Commission <br />submit an official comment letter. She will ask the Mayor if the City will submit a letter for the public <br />comment period. <br />a.
