Session 1703, Minutes <br />August 18, 1997 <br /> <br />Mr. Schoomer said that it was his intent to offer a motion to table this item, because he had not had a <br />chance to review the amended documents or proposals. He thinks that the revised drawings should <br />have been to Council before hand and that this constitutes an incomplete application. Since there are <br />people present who would like to speak to this question, he would like to defer his motion to table <br />this. <br /> <br />(At this point, it was discovered that the previous motion to table was for Agenda Item #5, not for this <br />question. Mayor Adams asked Mr. Ollendorffto introduce Agenda Item #6.) <br /> <br />Mr. Ollendorff said that the potential developer for 501-515 North & South proposes to construct <br />two buildings with units to be sold as condominiums. The project does meet the intent of the City's <br />comprehensive plan, both generally and for this specific property. Our development plan calls for <br />these specific lots to be redeveloped into high quality, multiple family structures. He thinks the <br />conditions of the plan should be changed as follows: <br /> <br />I. Architectural quality should be upgraded and interior amenities more clearly indicated. <br />2. South driveway needs to be re-engineered. <br />3. Trash must be handled and stored in a less visible manner. <br />4. Utilities and other exterior equipment must be screened. <br />5. Detailed plans needed for fencing, lighting and landscaping. <br />6. Lower the height of the building by one story orten feet. <br />7. Increase the rear setback to 25 feet. <br /> <br />The developer has indicated that he, having just seen these new recommendations last Thursday <br />afternoon, was going to spend the weekend looking at them and have a report or an indication to the <br />Council tonight as to which conditions that he may or may not be able to meet. <br /> <br />Ms. Ann Sciortino, 502 Donne, said that she agrees with the comprehensive plan's goal of high quality <br />construction. She does not think this is something that you can just expect to happen, as we have <br />seen turned in. She believes Council has to demand high quality. Council should demand that <br />architectural refinements be made and that the building be faced totally in brick. If this is a spin-off <br />from Clayton, then look to Clayton's guidelines to see how they keep their buildings to a certain <br />expected level. She is concerned about the height of the building and the semantics of what is <br />considered a story. Mr. Goldman said that a story is ten feet. These plans, by Mr. Goldman's <br />calculations, are fifty-four feet, but is labeled as a three story building. She believes this wording is <br />misleading and inappropriate. She said that Mr. Manlin purchased those lots for location, but she <br />would like to see more detail. <br /> <br />Mr. David Wainwright, 5 l0 Donne, said that he hadn't seen the plans in very great detail as of yet. <br />He believes this development is immense and will end up blocking his view and sunshine that he <br />would normally get in his backyard. He would like to see this building fully faced in brick, and a full <br /> <br /> <br />
