To: Honorable Mayor Adams and City Council

From: Julie Feier, City Manager

Date: October 19, 2006

Subject: Weekly Update

St. Louis County CDBG
Mr. Kuhn with program notified the City Wednesday
that he had made an error in requesting the City reallocate our CDBG funding.
That being said, the CDBG funding may remain as originally proposed for the
energy program and the homeless shelter. We notified all previous attendants of
public hearings of our Monday evening meeting, now a follow-up notice has been
sent to all impacted individuals. I would like to have our study session to discuss
the budget transfer including the need for senior transportation funding. The first
quarter budget information is attached to the City Manager’s report for the
rd
October 23 agenda also distributed today. This will also provide us with the
opportunity to review the night’s agenda.

Catholic Charities is proposing an addition to the rear of the building referred to
Marian Hall
as at 1340 Partridge. They are going before the Historic
Preservation Commission because the addition will be located next to the
Theodore Salorgne House Historic Landmark also located at 1340 Partridge.
They are also going before Plan Commission and City Council because the
addition will be for a dormitory facility, which requires a conditional use permit in
the "PA" - Public Activity District within which it is located. The addition will be a
14,300 square foot, two story brick masonry building located on the east side of
the existing chapel addition positioned in the middle of the lot. It will house 24
children (12 boys, 12 girls) with kitchen, dining and offices. The construction will
also include renovation of the existing offices located within the Salorgne House
and will update that structure to meet current code requirements. There will be
renovation of the existing chapel addition for administrative offices and site
improvements including a relocated parking lot. The matter went before the
Historic Preservation Commission on October 17th, and is scheduled to go
before the Plan Commission on October 25 and City Council either on November
6th or 20th.
