<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />October 9, 2006 <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, October 9 <br />2006, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> Mr. Robert Wagner <br /> Ms. Stefany Brot <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Michael Glickert <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> <br />Also present were the City Manager, Julie Feier and the Director of Human Resources, <br />Yolanda Williams. <br /> <br />The Study Session was to define the job description of the City Clerk. Ms. Feier explained <br />that all job descriptions and evaluations are being reviewed. <br /> <br />Ms. Brot felt that the entire study session should not be on just the City Clerk’s job <br />description, as she felt the City had other issues of priority needing a study session. Ms. Brot <br />explained that there was a committee of three, Mr. Sharpe, Ms. Brungardt and she who were <br />chosen to evaluate and guide the City Clerk but with Ms. Brungardt’s resignation, a <br />replacement had not happened. <br /> <br />Mayor Adams said that the City Clerk had not been evaluated at the six month mark but Ms. <br />Brot said that it had been done with the guidance from the Human Resource Department. <br /> <br />The Council was given City Clerk job descriptions from several surrounding communities. <br />The University City’s job description was read. The Council decided that the existing <br />description could be used as a base and additions be added without becoming too specific, <br />making it tediously long. Along with this job description, it was decided to create an <br />evaluation form for evaluating the City Clerk’s job. A sample was in the packet but Ms. Ricci <br />did not feel it was appropriate and offered to supply the evaluation form she uses. <br /> <br />Ms. Ricci and Mr. Glickert were to collaborate, with any needed assistance from the Human <br />Resource Department, to create an evaluation form for the City Clerk’s position. October 23, <br />2006, was a tentative date set for the first draft. <br /> <br />As to who the City Clerk can report to on a daily basis was decided to be rotated every three <br />months with the Council member serving the longest being the first. Joyce Pumm, the City <br />Clerk, was asked to make a spread sheet to send to the Council, so they would be aware of <br />the three months they were her contact point. <br /> <br />Ms. Brot asked what the role of the City Attorney was. She wanted to know if he also was a <br />contact point for the Council. Ms. Feier said that the City Attorney works for the City <br />Manager. <br /> <br />The meeting was adjourned at 6:25 p.m. <br /> <br />Joyce Pumm <br />City Clerk <br /> <br />
