development policies of the City; and e) Will provide off-street parking and loading areas in <br />accordance with the standards contained in Article 7 of the University City Zoning Code. <br />Staff provided an overview of maps and pictures of the site. <br />Rhein Dabler, with Clayton Engineering, and representing the applicant – Kent Evans with <br />Delmar, LLC, presented the proposal to the Plan Commission. He explained the reason for the <br />request. This request is coming after the application for Conditional Use Permits for the retail <br />building with drive-through facilities and the office building. The maximum site coverage <br />allowed is 70 %. The maximum site coverage can be increased up to 80 % through the approval <br />of a Conditional Use Permit. Site coverage in excess of 70 % may be allowed in consideration <br />of special landscape and site design features as listed in Section 34-36.5 of the Zoning Code. <br />Mr. Dabler added that they have modified the site plan to incorporate a seating area near the <br />intersection of Delmar Boulevard and Delcrest Drive. They have shown intense planting in that <br />area going east along Delmar and south along Delcrest. No specific planting types are shown at <br />this point. They are requesting the Conditional Use Permit to exceed 70 %. They have asked for <br />80 %. The site plan is general right now and there may be changes as the project moves forward <br />depending on other approvals such as increased right-of-way, placement of driveway entrances, <br />etc. Other factors might also change the site coverage. Staff has recommended (in the Staff <br />Report to the Plan Commission) maximum site coverage not to exceed 74 %. They are fine with <br />that. <br />Mr. Evans with Delmar, LLC stated that these are two separate projects.If there are no tenants <br />for office building, it doesn’t make sense to do all landscaping all the way around the property. <br />The size of the office building could end up changing. If it becomes a future office building, we <br />may not want to do all the landscaping in back at the same time as the front. <br />Mr. Dabler stated that the third condition in the staff recommendation that deals with <br />landscaping seems vague in its wording. It states that the design is to be coordinated through the <br />Director of Community Development and City Forester and that it be approved prior to the <br />issuing of building permits and installed prior to occupancy. The order of steps makes sense. <br />The part in question is the list of features and the wording that they shall be incorporated. Some <br />of the features are not items that we are proposing to incorporate such as fountains or ponds. We <br />are proposing an intense planting area at the front of the site near Delmar and Delcrest. I would <br />propose that the language state heavy landscaping be incorporated in that area and to add that the <br />area shall incorporate a seating area. <br />Mr. Halpert asked for staff comments. <br />Mr. Greatens provided staff comments. <br />-The request is to increase maximum site coverage above the maximum allowable of 70 <br />%.
