one that adheres to its goals and objectives as outlined in numerous City <br />documents. <br /> <br />Kent Evans, 15445 Conway Rd. <br />Mr. Evans is the real estate agent working with Walgreens and stated that he has <br />worked on this development for a year and with the City for approximately seven <br />months. He stated that Walgreen is a difficult client, they are demanding, exacting, <br />professional, they have 8,000 stores and know what they can do and how they can <br />do it and what works. Mr. Evans noted that everybody is pursuing Walgreens; there <br />is no development happening today. He said that Walgreen is even limited in going <br />from 600 stores down to 200 stores. Mr. Evans said he has put together a <br />knowledgeable team. He said Walgreens has a committee process where certain <br />items are committed to, such as rent, what the site looks like, how it flows, <br />accessibility, etc. He said they had been working with staff on relocating the <br />building but the bottom line was that when the building is moved toward the street it <br />sits in a six foot hole, then requiring a six foot retaining wall around it with a fence on <br />top of it, therefore not making the building visible traveling east on Delmar. <br /> <br />Mr. Crow asked Mr. Evans if he concurred with staff that at a minimum, he has been <br />working with staff for six months. He asked Mr. Evans the site plan was how many <br />acres; he responded saying it was approximately three acres for the building of <br />Walgreens and the office building and the old school property was about six acres. <br />Mr. Crow asked when staff had contacted him on shifting the building; Mr. Evans <br />noted it was about two and a half to three weeks ago. Mr. Crow said based on the <br />information he has that if the building were shifted, it would cut down its size from <br />thirty thousand to seven thousand square feet and asked if this project would be <br />economically feasible. Mr. Evans said they were working on a 15,000 square foot <br />Walgreens, shared parking, interaction and a 30,000 square foot office building. <br />What happens when parking is taken away from the front of Walgreens, the end <br />result is a lot of driveways with no parking off of them and the office building will end <br />up being a 7,500 square foot office building. He said the land source is under- <br />utilized and there will be more asphalt with less parking. <br /> <br />Ms. Ricci asked Mr. Evans when was the first time he had seen the proposed <br />attachment 1 instead of Attachment A; Mr. Evans answered Friday afternoon. Ms. <br />Ricci was not sure if staff had the ability to unilaterally change anything the Plan <br />Commission had approved according to Ch 34.130. <br /> <br />Mayor Welsch asked Ms. Riganti back to clarify about staff making <br />recommendations. Ms. Riganti said if there was a substantial change in the site <br />plan then it would go back to the zoning administrator. She said City Council can <br />change the Plan Commission’s recommendation. <br /> <br />Ms. Ricci stated that it sounded like the recommendation came from Staff and the <br />Plan Commission doesn’t know what Staff has changed or recommended. She <br />thought the Staff’s recommendation should have been presented to the Plan <br />Commission during their review. <br /> <br />Ms. Riganti noted the Plan Commission recommendation is attached and after their <br />recommendation, staff met with various interested parties requesting moving the <br /> 11 <br /> <br /> <br />
