<br /> <br /> <br /> <br />MEETING OF THE CITY COUNCIL <br />CITY HALL <br /> <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />September 12, 2011 <br />6:30 p.m. <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, <br />on Monday, September 12, 2011, Mayor Shelley Welsch called the meeting to order at 6:30 <br />p.m. In addition to Mayor Welsch, the following members of the Council were present: <br /> <br /> Ms. Lynn Ricci <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Byron Price and Mr. Arthur Sharpe, Jr. were excused. <br /> <br />Also in attendance was City Manager Lehman Walker <br /> <br />C. APPROVAL OF AGENDA <br />Mayor Welsch announced two minor changes. Ms. Naomi Stevenson who was to be <br />sworn in to the I.D.A. at this meeting but had previously been sworn in at the City <br />Clerk’s office. Under City Manager’s report item number nine will require a vote. <br /> <br />Mr. Glickert moved for approval of the revised agenda, was seconded by Mr. Crow. The <br />motion carried unanimously. <br /> <br />D. PROCLAMATIONS <br />Ms. Welsch noted she put out a proclamation on September 9, 2011 concerning <br />September 11, 2001, asking University City residents to consider September 11th as a <br />day of remembrance and public service and encouraged everyone to consider doing <br />public service in the community throughout the year. <br /> <br />E. APPROVAL OF MINUTES <br /> <br />1. <br />August 22, 2011, City Council Regular Session minutes were moved for approval by <br />Ms. Ricci, seconded by Mr. Kraft and carried unanimously. <br /> <br />2. <br />September 6, 2011, City Council’s Subcommittee Study Session minutes were <br />moved for approval by Mr. Glickert and seconded by Mr. Kraft. <br /> <br />Mr. Crow noted he also was not present at the meeting but was confused about the <br />minutes and the information that was in the press. He asked if there was a walk-out <br />and was there a reprimand issued. Mr. Crow asked for future reference what would <br />be the on-going rules in handling it. <br /> <br />Mr. Kraft said Robert’s Rules of Order do not apply to a sub-committee study <br />session. <br /> <br /> 1 <br /> <br /> <br />
