Ms. Ricci moved to continue forward with the study and was seconded by Mr.
Glickert.

Mr. Kraft said if the Council knew the cost members could decide to build it or not to
build it, but a proper analysis would need to be done first before applying for a grant.

Mr. Glickert asked if this request was just exploratory and the City Manager said
that is was.

Mr. Crow noted he thought the reason for moving the fire house into a new location
was to free up space for the police department. Secondly he thought the City
bought land on Olive to promote economic development, not to place a City
structure.

Ms. Ricci asked if there was a cost associated with exploring a new police station.
Mr. Walker said there may be some minor costs associated with doing this
exploratory work. She asked if a new building would supply a new place for police
and courts. Mr. Walker answered in the affirmative. Ms. Ricci said the cost could be
dependent on a grant.

Mr. Kraft asked if the City had a cost analysis for expanding and fixing up the
existing location. Mr. Walker said that number is not available. Councilmember
Kraft asked if there would be a chance of redeveloping the area, including the
unused library and Delmar Harvard.

Mr. Crow also added the location of the Community Center. He asked if the City
Manager or the Police Chief supported this and was there a time line in deciding
this.

Mr. Walker said the time line would be included in the budget process that will be
starting in the next couple of months. He said the City staff saw a need for a new
police facility and was asking if the Council would be interested in pursuing it.

The voice vote on whether to continue to pursue options for a new fire house carried
unanimously.

4.
Street resurfacing – asphalt overlays
The City recommended the contract be awarded to Ford Asphalt with the lowest bid
for $237,730 for a multi-three-year contract to be renewed each year.

Ms. Ricci moved to approve the contract, was seconded by Mr. Glickert and the
motion carried unanimously.

5.
Annual salt contract
Mr. Walker noted that University City is a member of a cooperative comprised of
more than 40 St. Louis area municipalities. The lowest bidder was North American
Salt Company for a total cost of $58,646.

Ms. Ricci moved to approve the contract, was seconded by Mr. Crow and the
motion carried unanimously.
5
