allows for revisions. Mr. Crow moved to change the wording as in parenthesis above
to replace, “The reports, in the attached format, shall be filed with the City Clerk and
thereafter with the Ethics Commission. The reports shall be available for public
inspection and copying during normal business hours.”

Mr. Mulligan said the reasoning for the language he is recommending is to track the
state statute. He noted there is not an attachment to this bill as suggested in the
present words. Mr. Mulligan said the Missouri Ethics Commission from time to time
updates its reporting forms. He said in 2009 when this bill was passed, it had the
current forms but in 2010 those forms were updated by the Missouri Ethics
Commission. Mr. Mulligan stated the proposed wording change would eliminate the
language about the attached format so you would basically be using whatever forms
that are required by the Missouri Ethics Commission at the time.

Ms. Ricci asked that it then would say that the reports in the format required by the
Missouri Statue would cover it. Mr. Mulligan agreed.

Mr. Crow moved to amend Section 4 to say, “Duplicate disclosure reports made
pursuant this ordinance in the format approved by the Missouri Ethics Commission,
shall be filed with the City Clerk and the Missouri Ethics Commission. The City Clerk
shall maintain such disclosure reports available for public inspection and copying
during normal business hours,” and was seconded by Mr. Glickert.

Roll Call vote on amendment 2 was:
AYES: Mr. Glickert, Ms. Ricci, Mr. Kraft, Mr. Crow and Mayor Welsch
NAYS: none

Roll Call vote to approve Bill 9132 as amended was:
AYES: Ms. Ricci, Mr. Kraft, Mr. Crow Mr. Glickert and Mayor Welsch
NAYS: none

Bill 9132 carried unanimously and became Ordinance 6867.

6.
