1. <br />Lois Sechrist was sworn in to the Green Practices commission in the City Clerk’s <br />Office. <br /> <br />I. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert invited everyone to the Sutter-Meyer first free Open House, on Sunday <br />October 16, 2011, from 2:00 to 5:00 PM. She noted the Sutter-Meyer farm house is 137 <br />years old and E G Lewis, the founder of University City, was only four years old when it <br />was built. Ms. Glickert asked if it could be placed on FACEBOOK for the public so they <br />will come to see it. She said the Sutter-Meyer house will also have a fall festival two <br />weeks from Sunday. <br /> <br />Edward McCarthy, 7101 Princeton Ave. <br />Mr. McCarthy stated that it was great that Community Development was going to go <br />after new business but he reminded them to take care of the businesses the City has <br />already. He said if you want new businesses in the City, you need to take care of the <br />already-established ones as they will promote the City. Mr. McCarthy gave Brentwood <br />as an example in landing Trader Joe’s business. Brentwood pursued the store. Mr. <br />McCarthy said the Mayor became involved in this. He said he would not be picky who <br />came into the City as big box stores. Mr. McCarthy said the sales tax received from big <br />box stores would make up a lot of Loops. Mr. McCarthy said the City is also out of <br />control with their grant writing as there is no cost associated with the applications as to <br />what kind of expenses will have to be covered if a grant is received. McCarthy would like <br />the Council to receive more information in grant applications in order to make a better <br />informed decision before applying for/accepting grants. <br /> <br />J. CITY MANAGER’S REPORT <br /> <br />Mr. Walker introduced the City’s new staff member, Laura Zacher, the new Manager of <br />Economic Development, working out of the Community Development department. Mr. <br />Walker stated she has a very extensive background with a Master’s degree in Economic <br />Development and she previously worked for the State of Missouri and the City of St. <br />Louis. <br /> <br />1. <br />Additional funding for the new firehouse #1 <br />The City Manager Walker noted the rendering of the proposed firehouse was <br />displayed in the front of the Chamber. He said staff is recommending the approval <br />of the proposed new fire house, with the $200,000 that had been previously <br />allocated from the Reserves. The estimated additional funding of $674,000 would <br />also come from the Reserves. Mr. Walker noted staff is recommending approval <br />and Chief Don Miner was present for any questions. <br /> <br />CITIZENS COMMENTS <br />Gregory Pace, 7171 Westmoreland <br />Mr. Pace stated that he did not see the detailed documents on the construction for a <br />signal light. He noted there was talk about grant possibilities for a signal light but <br />there has not been money allocated for a traffic signal which could put the City’s cost <br /> 2 <br /> <br /> <br />
