Mr. Glickert asked if this bill had a public hearing and Mayor Welsch said a public <br />hearing was held and residents also could have spoken at either Council meeting <br />under the public comment section of the agendas. <br /> <br />Mr. Crow said the boundary line between the third ward and the first ward, Mayflower <br />Ct., is split down the middle between the two wards. He suggested they all go into <br />the third ward. Mr. Crow moved to amend Bill 9137 to move Mayflower Ct. into the <br />third ward. <br /> <br />Mayor Welsch stated that St. Louis County has split Mayflower forming official <br />census blocks and under the rules of reapportionment the City cannot split County <br />blocks and has to remain as it has been for many years. <br /> <br />Roll Call Vote was: <br />AYES: Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price and Mayor Welsch. <br />NAYS: none <br /> <br />Bill 9137 carried unanimously and became Ordinance 6873. <br /> <br />3. BILL 9138 - <br />An ordinance An ordinance amending Chapter 10.44 of the University <br />City Municipal code, relating to parking restrictions for specific streets, by repealing <br />Section 10.44.010 thereof, relating to parking prohibited on certain streets at all <br />times, and enacting in lieu thereof a new section to be known as “Section 10.44.010 <br />parking prohibited on certain streets at all times,” thereby amending said section so <br />as to restrict parking at all times on the west side of Melville Avenue thereof from <br />Delmar Boulevard to Kingsbury Avenue, and on the north side of Loop South thereof <br />from Melville Avenue to ninety (90) feet west; containing a saving clause and <br />providing a penalty. <br /> <br /> <br />Mr. Kraft moved to approve Bill 9138 and was seconded by Mr. Crow. <br /> <br />Roll Call Vote was: <br />AYES: Mr. Kraft, Mr. Crow, Mr. Sharpe, Mr. Price and Mayor Welsch <br />NAYS: Mr. Glickert <br /> <br />Bill 9138 carried and became Ordinance 6874. <br /> <br />N. NEW BUSINESS to be introduced <br />RESOLUTIONS <br />1. <br />Resolution 2011 – 13 Submission of a Municipal Park Grant application to install <br />irrigation and to renovate the playing surface of Heman Park athletic fields at Midland <br />and Vernon. <br /> <br />Mr. Price moved to approve and was seconded by Mr. Sharpe. <br /> <br />Mr. Crow asked if this was going to be submitted to a park grant commission that <br />recently told the City that they are upset with the City and possibly pay back money <br />that was used for the driving range lights and it would be used against the City when <br />applying for future park grants. <br /> 8 <br /> <br /> <br />
