<br />CITY OF UNIVERSITY CITYCOUNCIL <br />STUDY SESSION <br />Fifth floor of City Hall, 6801 Delmar <br />October 10, 2011 <br /> <br />The Council Study Session was held in the fifth floor in City Hall after the conclusion of the <br />Special Session on October 10, 2011. Mayor Welsch called the Study Session to order at <br />6:20 p.m. In addition to the Mayor the following members of the Council were present: <br /> <br />Mr. Michael Glickert <br />Mr. Terry Crow <br />Mr. Stephen Kraft arrived at 5:50 pm <br />Mr. Arthur Sharpe <br />Mr. Byron Price arrived at <br /> <br />Ms. Ricci was excused. <br /> <br />Mr. Walker opened the study session introducing Laura Zacher, Manager of Economic <br />Development in the Community Development department. Ray Lai, Deputy Director of <br />conomic Development and Andrea Riganti, Director of Community Development, were also <br />present. <br /> <br />Community Development provided statistics on Economic Base Indicators: education level, <br />job opportunities, and salary average. <br /> <br />The strengths of University City and the challenges the City faces are: <br /> <br />STRENGTHS CHALLENGES <br />Diverse, well educated workforce Landlocked <br />Sound Infrastructure Little land available for development <br />Central location Perception of high tax rate <br />Local amenities Uncertain national economy <br />Thriving downtown business district Some properties not used for best use <br />Well maintained properties <br />Available properties for redevelopment <br /> <br />Community Development gave the initiatives of economic development as <br /> <br /> Retention <br /> <br /> Expansion REA <br /> <br /> Attraction <br /> <br />Several documents help to guide REA <br /> <br /> Comprehensive Plan Update <br /> <br /> Development subsidy policy <br /> <br /> University City Advisory Board for Economic Progress <br /> <br />Retention expansion efforts have been: <br /> <br /> Liaison to business organizations: Delmar @ I-170, Loop Special Business District, <br />Olive Business Association, and the newly-established Chamber of Commerce <br />t <br />1 <br /> <br /> <br />
