Mr. Munkel seconded the motion. <br /> <br />Ms. Elsie Glickert, 6712 Etzel, congratulated Mr. Ware on his selection as Third Ward Councilmember. <br />Addressing the budget, she said no public information was disseminated on the budget hearings--it was <br />not on the calendar and she saw no news releases. Her concerns were as follows: improving the <br />acoustics in the Council chamber; adding more court time to hear housing cases; increasing residency <br />allowances for uniformed employees; more frequent tree trimming; providing all households with individ- <br />ual refuse containers; approving a law allowing towing of trucks illegally parked overnight on City <br />streets; and allocating funds for landscape design for Olive Boulevard. She also suggested that an open <br />house be held in the City-owned house in Kaufman Park, so residents can make suggestions as to how <br />this house may be used for community benefit. Mayor Adams said money is in the budget to try to <br />improve the Council chamber acoustics, residency allowance was increased for police officers, and the <br />individual dumpster situation is being studied. <br /> <br />All voted Aye. Mr. Schoomer complimented the City Manager and staff on an excellent job of putting <br />the budget together. <br /> <br />PERSONNEL REPORT <br /> <br />The Personnel report for the week ending May 25, 1996,was received and ordered filed. <br /> <br />CITIZEN COMMENTS <br /> <br />Ms. Leah Zwibleman, 1112 George Street, said Traffic Jam, a business near her home, is open at all <br />hours and on Sundays and employees and patrons are constantly playing their boom boxes at a volume <br />that rattles the windows on her home. Mr. Ollendorff said Ms. Zwibleman and other residents have <br />called the police about this on several occasions; the situation is a little better recently, but apparently <br />there are still problems. Mr. Schoomer said the County has a noise ordinance with a 41 decibel limit, <br />and he asked if the City has such a limit. Mr. Ollendorffsaid the limit is 100 feet, however, the City tries <br />to regulate noise without the neighbors having to file a complaint. He said the police will try to monitor <br />this situation more closely. <br /> <br />Ms. Elsie Glickert, 6712 Etzel, suggested there should be a moratorium on construction of apartment <br />buildings in University City as she felt the City does not need any more at present. <br /> <br />BII.I.
