LIQUOR LICENSE AT 7701 OLIVE <br /> <br />BACKGROUND REVIEW: <br />Aldi has applied for a retail package liquor license. <br />This is a transfer from their previous location at 7900 Olive. <br /> <br />RECOMMENDATION: <br />Approval <br /> <br />4. CONSULTING SERVICES FOR RIVER DESPERES PROJECT <br /> <br />BACKGROUND REVIEW: <br />The City received two bids for consulting services on <br />the River des Peres – Southwest Branch Water Quality Improvement Project <br />funded by our EPA Section 319 Clean Water grant. The bid results for the <br />consulting service contract are as follows: <br /> <br /> <br /> <br />Earth Tech $81,193.00 <br /> <br /> <br /> Horner & Shifrin $153,100.00 <br /> <br /> <br /> <br />The grant will cover the full cost of the consulting fees. The City will provide in- <br />kind services for the grant match. The major goal of the project is to protect and <br />improve the quality of water entering the River des Peres by identifying and <br />implementing systems to prevent non-point source contaminants from entering the <br />river <br /> <br /> <br /> <br />H. CITY MANAGER’S REPORT <br /> 1. 1340 PARTRIDGE CONDITIONAL USE PERMIT REQUEST <br /> <br /> <br />A conditional use permit was applied for from Children’s Services, Catholic <br />Charities to allow construction of a 14,300 square foot, two story brick masonry <br />dormitory addition at 1340 Partridge. The proposed use is for a dormitory <br />residential facility, which requires a conditional use permit in the “PA” – Public <br />Activity District within which the proposed building is located. Since the proposal <br />is located on the same lot as the Theodore Salorgne House historic landmark, the <br />application was reviewed by the Historic Preservation Commission and their <br />approval was granted. The addition to the rear of the building will house 24 <br />children with kitchen, dining and offices. The construction will also include <br />renovation of the existing offices located within the Salorgne House and will <br />update the structure to meet current code requirements. Public Hearings for <br />Conditional Use Permits are held at the Plan Commission level and have already <br />taken place. The Plan Commission and Historic Preservation Commission <br />recommend approval of this application. <br /> <br /> 2. 6800 OLIVE: CONDITIONAL USE-PERMIT REQUEST <br /> <br />The applicant requests that the existing small retail building be demolished and <br />replaced by a larger one story, 6 unit, 6,000 square foot retail building. The <br />building will be faced in a material called tilt up colored concrete (the same <br />material used on the recently constructed building in the Loop located at 6662 <br />Delmar). He plans to use “rustic” earth tone colors such as greens, grays and <br /> 2 <br /> <br />
