RESOLUTION <br /> <br /> WHEREAS, the proposed Page Avenue Freeway is estimated to cost taxpayers <br />$600,000,000 to build, and <br /> <br /> WHEREAS, St. Charles County has not provided any local funds for construction of <br />the proposed Page Avenue Freeway and St. Charles County residents voted twice in 1996 not <br />to tax themselves to expand MetroLink to St. Charles County, and <br /> <br /> WHEREAS, the City of Maryland Heights exercised their municipal authority to not <br />issue a permit for construction of the proposed Page Avenue Freeway through the Missouri <br />River flood plain based on concerns for increased flood levels, and <br /> <br /> WHEREAS, the Lieutenant Governor overruled that municipal authority and issued an <br />executive order giving the state the power to issue flood plain building permits, <br /> <br /> WHEREAS, the St. Louis County Water Company has filed suit against construction <br />of the proposed Page Avenue Freeway on the grounds that it would threaten the metropolitan <br />area's water supply by raising flood levels, <br /> <br /> WHEREAS, economic developments in St. Charles County has already been subsidized <br />in the past five years by construction of the new six-lane Highway 370 located 2~A miles north <br />of Highway 70 and the expansion of Highway 40, and <br /> <br />WHEREAS, construction of this new bridge would be a drain on our tax base. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of University City, <br />Missouri, vigorously expresses our opposition to the proposed Page Avenue Freeway. <br /> <br />ADOPTED this 18th day of August, 1997. <br /> City Clerk ~ <br /> <br /> <br />
