SESSION 1666 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br /> May 15, 1996 <br /> <br />At a special budget study meeting of the City Council of University City held in the Emergency Opera- <br />tions Center of City Hall on Wednesday, May 15, 1996, Mayor Joseph L. Adams called the meeting to <br />order at 7:00 p.m. In addition to the Mayor, the following members of the Council were present: <br /> <br />Mr. Wayne I. Munkel <br />Mr. Robert G. Wagner <br />Mr. Lawrence Lieberman <br />Mr. Paul E. Schoomer <br />Mrs. Betty L. Thompson <br /> <br />Also present were City Manager Frank Ollendorff, Finance Director Willie Norfleet, Deputy City Mana- <br />ger Kimberley Trombly, and Councilmember-designate Hardy Ware. <br /> <br />Discussion continued on the 1996-97 City budget, which was the only subject discussed. <br /> <br />2610 Engineering (gage C-38). Mr. Ollendorff reviewed the personnel and various functions of this <br />department. He said there was little change, but computer hardware and sof~ware will be upgraded as <br />shown in 721.02 Consultant Services and 728.05 Education Benefits (training). The total is about the <br />same as last year. Responding to Mr. Wagner, Mr. Ollendofff said the Environmental Coordinator set <br />up the recycling facility and programs last year and wrote grants. There are three full- and one part-time <br />inspectors, several more than the City had three years ago. Mr. Ollendorffnoted an increase in 732.10 <br />Photographic Supplios, which is film used by inspectors to provide evidence for court cases. <br /> <br />2620 Street Maintena$ce (page C-43). The City Manager said citizens want more street salting in bad <br />weather. Mr. Ollendorff said the only streets salted were main thoroughfares and areas with hills and <br />cul-de-sacs. There was lengthy discussion, with several councilmembers objecting to the use of more <br />salt, and suggesting additional use of calcium chloride. Mr. Ollendorff noted an increase in 721.10 Mis- <br />cellaneous Outside Personal Services which is to hire contractors to help with leaf collection in the fall, <br />and to hire a contractor to do more weed mowing on private lots to avoid taking City workers from their <br />regular duties. He called attention to 726.02 Street & Sidewalk Repair which pays for resurfacing <br />streets and sidewalk/ourb repairs, noting the large increase authorized by Council in this account over <br />the last two years. Mr. Lieberman asked about the increase in 732.03 Chemicals, and Mr. Ollendorff <br />said all of the salt was used last year because of the bad weather, so more than usual must be purchased <br />next year. Mayor Adams noted the City is part of a salt purchasing consortium which makes the cost <br />much less than if purchased alone. Mrs. Thompson referred to 743.09 on page C-46, and Mr. Ollendorff <br />said that item should say four snowplows instead of two; and the amount should be $14,460 instead of <br />$18,075. He reviewed the number of trucks, spreaders, and snowplows used to clear streets in inclement <br />weather.
