5. Steve Myers was reappointed to the Historic Preservation Commission by Mr. Crow,
was seconded by Mr. Glickert and carried unanimously.

H. SWEARING IN
1.
Phyllis Blalock was sworn in to the Traffic Commission in the City Clerk’s Office.

I. CITIZEN PARTICIPATION (Total of 15 minutes allowed)
Stefany Brot, 8145 Cornell
Ms. Brot announced the Sutter-Meyer Farmhouse Fall Festival would be November 6
from 2:00 p.m. to 4:00 p.m. She said it is open to the public and is free, with food that
can be purchased, demonstrations of old-time crafts and tours of the oldest standing
house in University City.

J. PUBLIC HEARINGS

Public Hearing on the proposed new fire station on 6601 Vernon
Mary Hart, 6901 Cornell
Ms. Hart spoke in favor of the new firehouse. She said it would be foolish to throw away
millions of dollars in grant money. Ms. Hart said she was not concerned about the
noise; felt it was in an ideal location; and said the area did not flood except some water
on the street sometimes.

Rory Ellinger, 6925 Cornell
Mr. Ellinger seconded everything Mary Hart had said. Mr. Ellinger said he served as a
firefighter for three years early in his career and knew that response time was important
in a fire. Mr. Ellinger thought the increased traffic on Delmar, plus the library being next
door that could affect the response time from the present location, therefore would be
better on Vernon. Secondly he noted that it would take a lot of work to renovate the
present location. He suggested a lease-back that would cost $65,000 a year for a ten-
year plan.

Juanita Carl, 7110 Washington
Ms. Carl was speaking for herself and State Senator Maria Chapelle-Nadal who could
not make the meeting. Ms. Nadal believed this expenditure was a smart investment in
University City. The value of the land being donated by Washington University is
approximately $200,000. She said the site is in a 500-year flood plain and likely would
not flood in the 100 years of the lease agreement. Ms. Nadal said having the firehouse
in the northern part of the City would also serve as a positive move when it comes to
community/government integration. She said without this grant the City would not be
able to afford a new firehouse.

th
Pat Dolan, St. Louis County Council 5 District, 1259 Boland
Mr. Dolan was present to support the building of a new firehouse. He said like St. Louis
County, University City has declining tax revenue coupled with aging infrastructure. Mr.
Dolan said with the FEMA grant it gives the City the opportunity to upgrade its public
safety infrastructure while mitigating its impact on City taxpayers.

Richard Dockett, 6844 Crest Ave
Mr. Dockett said he and his surrounding neighborhood supports the new firehouse. He
noted that many residents could be hired during the construction of this building.
2
