Under Summary of Capital Outlay, 749.98 Reserve Expenditures is for <br />painting the Council ehamber. <br /> <br />1019 Public Relations (page C-26). Ms. Trombly explained that part of722.03 Postage is for return <br />postage on a proposed survey of residents' opinions of CityScape. The School District is contemplating <br />cutting back, and if toot is done, the City will have to put an additional $2,000 into CityScape. It was <br />noted that paper costs are going up, so a 12- instead of 14-month calendar will be done next year Under <br />Capital Outlay, 743.08 Office Furniture is for a new computer for the Public Relations assistant. Mr. <br />Ollendorff said that $3,500 of the amount in 721.10 Miscellaneous Outside Personal Services is for the <br />bands that play in the summer concerts. <br /> <br />2010 Police De.partmef1t (page C-29). Mr. Ollendorffsaid in the last three years police have been added <br />and the department now has 80 commissioned officers. There are also 19 civilians, and 12 dispatchers. <br />He said 713.00 Temporary and Part-time Employee Pay includes crossing guards, part-time dispatchers, <br />and four police cadets. Under 721.10 Miscellaneous Outside Personal Services, money is included for <br />psychological exams for new recruits to make certain they are prepared for police work. He noted that <br />722.06 Traveling Expense was higher because the department is going through the certification process <br />by a national agency and must attend seminars, etc. but that should be finished in July. On page C-30, <br />Mr. Ollendorff said a report is now being prepared on adding another car to the fleet, as the Department <br />requested. Responding to Mrs. Thompson, Mr. Ollendorffsaid 729.41 Drug Related Expenses is money <br />for undercover drug buys. Money recovered in drug deals goes into the City's revenue account. In <br />Summary of Personal Services, it was noted that there are 11, not 17, traffic escorts. Mr. Wagner asked <br />about 728.09 Residency Allowance. Mr. Ollendorffsaid an officer could earn $720/year extra ifhe/she <br />is a University City resident, but the amount has not been changed for at least 15 years. Council dis- <br />cussed increasing the amount to encourage police officers to live here. Mr. Ollendorff said University <br />City residents are given preference when officers are hired. Council asked Mr. Ollendorffto look into <br />this further to see if an additional stipend would induce more police to live here. Responding to Mr. <br />Wagner, Mr. Ollendorff said the jail has had a major upgrade and needs nothing further right now. <br />Mayor Adams asked about the possible use of reserve officers. It was noted that such officers increase <br />the police presence without adding to the budget, since they are volunteers. Mr. Ollendorffwas asked <br />to get information on whether other nearby cities have such officers and how it works in those cities. <br />An item not in the budget but discussed briefly was senior citizen phone service programs, where older <br />residents are called daily to see if they are all right. The cost for such a system is about $9,000. <br /> <br />Mr. Wagner left at this time (8:50 p.m.). <br /> <br />2020 Fire Department (page C-34). Mr. Ollendorff said the Fire Department has been restored to full <br />strength in the last few years, with 48 firefighting personnel, a secretary and two cadets. He noted an <br />omission on page C-35, 729.19 EMT License Fee, which should have $3,500 for 1996-97. Also, 729.76 <br />Preventive Disease has been increased as costs for supplies in this category have escalated. Under Com- <br />modities, lower totals for 732.08 Institutional Supplies, 732.12 Medical Supplies, and 732.20 Wearing <br />Apparel meant the City caught up with its backlog the last two years.
