Session 1661, Minutes <br />March 18, 1996 <br /> <br />Page 8 <br /> <br />Mr. Mark Rattermath 1167 Whitmoor Drive, and Mr. Chris Galloway, 901 Lochmoor, owners of <br />Bruegger's Bagels in St. Louis, came forward. Mr. Ratterman said this business is unique since most <br />of it is done in the early morning and about half of it consists ofearryout. He said about $300,000 will <br />be spent upgrading the site, which they would not do if they thought the business would fail. In response <br />to Mayor Adams, Mr. Galloway said operating hours would be 6:00 a.m. to 7:30 p.m. <br /> <br />Mr. Wagner asked why it was necessary to expand into a much larger restaurant if so much of the busi- <br />ness is carryout. Mr. Ratterman said there is a lot of interior space and not using it for tables would look <br />strange; also, neighbors walking and meeting there will have a place to sit down. Mr. Wagner asked <br />about the menu, and Mr. Galloway said it was mainly a bakery with bagels as the basic item. <br /> <br />Mr. Joseph Klitzing, Klitzing Walsh Architects, said six businesses in this block are closed on Sunday, <br />two on Monday and one on Saturday; and one does not open until 5:00 p.m. None open earlier than <br />9:00 a.m. except for one at 7:30 a.m. It was estimated that 40% of Bruegger's business will be done <br />between 6 and 9 a.m., with the rest scattered throughout the day. <br /> <br />Mr. Cotton moved approval of the site plan application, and Mrs. Thompson seconded the motion. Mr. <br />Schoomer moved an amendment to restrict seating to 40 and closing hour to 5:30 p.m. Mr. Wagner <br />seconded the motion. Mr. Galloway asked why this was being done, and Mr. Schoomer said seating and <br />hours can always be iacreased; once set, decreasing becomes difficult. <br /> <br />Mrs. Schuman said it was suggested at the last meeting that the bakery could close at 5:30 or 6:00 p.m. <br />and there seemed to be consensus that might work. <br /> <br />Mrs. Thompson asked why they needed to stay open at~er 5 p.m. Mr. Galloway said perhaps they could <br />find out from other Bruegger's if dosing earlier is a viable option; typically, 7 p.m. is the usual time. Mr. <br />Rattennan said he would rather not be restricted to 5 p.m. Mr. Galloway said this seemed to be predi- <br />cated on the other restaurant's opening hour, but he noted it has allocated parking across the street. <br />Other businesses in the block have akeady dosed at that time so there should be no problem. Mr. Ollen- <br />dorff said part of the parking for that restaurant is in the back, the same area allocated to Bruegger's. <br /> <br />Mr. Cotton said he did not see the logic in requiring the business to close at 5:30 p.m., however, he <br />could support lowering the seating to 40. Mr. Schoomer accepted leaving the closing hour at 7:30 p.m.; <br />Mr. Wagner did not accept that change. The vote on the amendment (40 seats, 5:30 closing) was de- <br />feated (two ayes, four nays). <br /> <br />Mrs. Schuman moved an amendment limiting seating to 40. Mrs. Thompson seconded the motion. It <br />was noted that the application did not include outside seating; if that request is made, the applicant must <br />return to Council for approval. All voted Aye except Mayor Adams and Mr. Cotton. <br /> <br />Mr. Wagner moved a further amendment limiting operating hours from 6 a.m. to 6 p.m. There was no <br />second, and the motion died. <br /> <br /> <br />
